CALL FOR PROPOSALS FOR CONSULTANCY SERVICES AS AN IMPLEMENTATION CONSULTANT FOR THE BOGORIA-SILALI GEOTHERMAL PROJECT

Introduction
The Government of Kenya (GOK) has received a loan Ref. No. 2013.6610.3 from Kreditanstalt fur Wiederaufbau (Kfw) for support of Steamfield Development at the Bogoria-Silali Geothermal Project. One of the components under this support includes the services of an Implementation Consultant.
The Geothermal Development Company Limited (GDC), the Implementing Agency for this Project now invites eligible consultants to indicate their interest in providing services as an Implementation Consultant. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff etc). Consultants may constitute joint-ventures to enhance their chances of qualification.
2. Objectives of the Assignment
The main role of the Implementation Consultant shall be to ensure the components of the project are implemented in accordance with best practices and to provide project management support to GDC. The specific tasks shall include:
Monitoring and supervision of drilling works
Monitoring and supervision of works for Supply of Water Services
General Project Management for the Project
Knowledge Transfer and Training of GDC’s staff.
3. Evaluation Criteria
The Evaluation Criteria is as indicated in the Request for Proposal Document. Consulting Firms will be evaluated in accordance with the procedures set out in KfWs “Guidelines for the Assignment of Consultants in Financial Cooperation with Developing Countries” available on www.kfw.de.
4. Request for Proposal (rfp) Document
A complete set of the RFP document may be obtained by interested consultants/bidders upon payment of a non-refundable fee of Kenya Shillings One Thousand Only (KES 1000) at the address shown below from 0800 to 1630 Hours during week days. The document can also be viewed and downloaded from GDC website www.gdc.co.ke free of charge. Bidders who download the RFP document from the website MUST forward their particulars for recording and issuance of any clarification. Proposals must be accompanied by an original bid Security in the form of a Bank Guarantee issued by a Kenyan Bank. The bid security shall be US Dollars One Hundred Thousand (USD 100,000) or equivalent in a freely convertible currency.

5. Mandatory Site Visit
There shall be a mandatory site visit for all bidders on Wednesday 25, March, 2015 at Bogoria-Silali Geothermal Pospect site at 8.30am. Bidders are requested to assemble at Soi Lodge Hotel, Kampi Samaki at 8.00am. Bidders shall complete an attendance register and be issued with a certificate of visit to site.
6. Submission of Proposals
Details on the proposal’s submission date, time and address is specified in the RFP document. GDC reserves the right to reject any or all Proposals without providing any reasons whatsoever.
