EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES FOR DETAILED DESIGN, REVIEW AND SUPERVISION OF CONSTRUCTION FOR THE FIRST THREE BERTHS AND ASSOCIATED INFRFRASTRUCTURE FOR THE PROPOSED LAMU PORT AT MANDA BAY,LAMU

1. Background information

The government of the republic of Kenya intends to develop the Lamu Port-South Sudan-Ethiopia Transport (LAPSSET) corridor, which is one of the key flagship projects identified in Kenya’s vision 2030. The LAPPSET corridor comprised of seven components (port, highway, railway, oil pipeline, oil refinery, airports and resort cities) will link the envisaged Port of Lamu with Ethiopia and south Sudan through the Eastern and Northern Parts of Kenya
As a first Phase of the Lamu Port Project, the Government plans to construct the first three berths with associated infrastructure at Manda Bay, Lamu
Kenya ports authority, a state Corporation under the ministry of transport, will be the implementing Agency for the Lamu port project
The Government of the Republic of Kenya through Kenya Ports Authority now invites eligible consultants for expression of interest (EOI) from eligible engineering consultancy firms for supervision of Construction works

2. Scope of Work

The will include but not limited to;
1.    Review of the preliminary designs for the first three berths and associated infrastructure including the port Management area
2.    Environment and social impact management
3.    Preparation for Resettlement action plan , including compensation of the project affected persons
4.    Preparation of detailed designs and tender documents
5.    Assistance in evaluation of bids
6.    Supervision of construction for the following works

3. Eligibility

Interested Firms are invited to send their expression of Interest (EOI) for Consultancy services for detailed Designs and construction supervision of the proposed Lamu Port Project, enclosing all necessary information to prove their capability and experience to undertake the required assignment
1.    Company profile or profiles of the companies making the consortium
2.    Registration documents of a company or Joint venture
3.    Key personnel capabilities with at least fifteen (15) years experience in the relevant areas namely Civil Engineering. Port construction, project management, dredging, reclamation, pilling, concrete works, structural engineering, electrical engineering, Mechanical engineering, Environmental Experts, sociologists, and other port related skills
4.    List of past assignments in planning and design of port facilities and supervision in construction of berths of over 60,000 DWTs (container, cargo and bulk cargo) in the last ten years
5.    Audited accounts for the company (or of the lead company in case of a joint venture) for the last five years
6.    Evidence of tax compliance in their country of domicile
7.    Evidence of ability to mobilize sufficient funds for supervision of this project
The consultancy services shall be for a period of five years inclusive of all the services as above and including supervision until issuance of the performance Certificate of the contractor(s) after expiry of the defect notification period
This expression of interest is open to both local and international Firms and will be adjudicated in accordance with current Public Procurement Laws applicable in Kenya. Interested firms may form consortium of joint ventures to enable them to meet the requirements of the EOI

Completed EOI documents must be submitted enclosed in plain sealed envelopes, one original and two other copies clearly marked “ORIGINAL” and “COPY”  with the tender name and reference number and a soft copy at Tender box No.7 located at the BUS TERMINUS, PORT PEDESTRIAN GATE No. 8, KILINDINI, (DOCKS) MOMBASA BEFORE 1000HRS EAST AFRICAN TIME, ON THURSDAY 13TH SEPTEMBER, 2012.
Bulky tenders shall be submitted at the office of Head of procurement and supplies located at the 4th floor of office Block III Door No. 3.4.3 at the Kenya ports authority Headquarters, Kipevu, Mombasa
This request for expression of interest (EOI) does not constitute solicitation. KPA reserves the right to change or cancel the requirements at any time during EOI and/ or solicitation process
 The eligible consulting firm will be selected in accordance with the quality and coast based selection (QCBS) method as set out in the public procurement and disposal act 2005.
Opening of expression of interest submission will be conducted publicly immediately thereafter attend at the Bandari college Amphitheatre, Kenya ports Authority, Mombasa and Tenderers or their representatives may attend.
Only shortlisted candidates will be invited to submit proposals.
