Regional development minister Fred Gumo has called on Kenyans to be aware of the new changes provided in the constitution to elect leaders in different posts available. He said that equity and regional development in counties will only be achieved through the devolved system of government as stated in the new constitution, where funds from the central government and revenue collected within to fund development projects.

Gumo was speaking during the public launch of the public service charter in the ministry of regional development and commissioning of the Mwache dam study in Kinango on 17 June 2011."The coalition government's key priority is to improve the living standards of its citizens through providing quality services to mwananchi," the minister told farmers.

The farmers will benefit from the construction of the dam along Mwache River for irrigation as well as generating electricity to supply Mombasa town, a project estimated to cost 40 billion shillings.

Gumo said he has revived the ministry and the underlying parastatals that were collapsing including the Coast Development Authority that has initiated development projects and employment opportunities among the coastal communities.

He also cautioned residents and politicians who oppose development projects offered by his ministry saying they are out to lose opportunities that will improve their lives and urged them to stop.

The Feasibility Study of the Mwache Multipurpose Development Project including the dam on the Mwache River and adjoining water resources developments; the detailed design of the dam, and related structures, the hydropower plant, and related works and a first phase of adjoining water resources projects including irrigation, water supply, and fisheries schemes. The preparation of tender documents is being carried out by Samez Consultants.

Mwache River is situated in Kwale district and spans between Kasemeni and Wavumbo locations, approximately 22 km West of Mombasa Island. The Mwache Multipurpose Development Project is one of the Flagship projects of Kenya Vision 2030 and is slated for implementation during the First Medium Term Plan (2008-2012).

The potential demands on the Mwache River are as follows:
- Public Water Supply for a population of approximately 2 million (0.8 million within the Basin and about 1.2 million in the Mombasa City and its environs.
- Irrigation expansion of up to about 400 hectares, aimed at reducing the existing and rapidly growing population pressures on rainfed lands.
- Hydro-Electric Power potential of 34 MW exists on the river.
The main objective of the Mwache Multipurpose Development Project is to provide a multi-purpose water reservoir catering for public/industrial water supply, irrigation, and power production in order to effectively contribute to the Regional and National Social-Economic development.

The objective of the consultancy is to assist the Ministry of Regional Development Authorities (MORDA) to carry out through CDA the Feasibility Study, preliminary and the detailed design for the Mwache Multipurpose Development Project including the dam, hydropower plant and the downstream water resources related developments (irrigation, water supply, fisheries) for the purposes of mobilising resources for implementation of the project.

Detailed Design of the multi-purpose dam and hydropower plant and of a first phase of the water resources related projects.

The services will be carried over eighteen (18) months period of time. The services will be implemented in two phases (Phase 1: feasibility study; phase 2: Detailed design & tender documents) with an interruption of about 3 months necessary for the Government review of the preliminary design and related feasibility. The second phase will be based on the revised scope of work after feasibility study and Government review.

During the services the Consultant will submit the following reports:
- Inception report
- Interim report
- Feasibility report including: preliminary design; financial and economical analysis; social and environmental analysis; phased development program.
