NATIONAL URBAN TRANSPORT IMPROVEMENT PROJECT (NUTRIP)

REHABILITATION AND CAPACITY ENHANCEMENT OF JAMES GICHURU ROAD JUNCTION – RIRONI HIGHWAY (A104)

1. This invitation for bids follows the General Procurement Notice for this project that appeared in ‘DG Market’ publication of 3rd May 2012.

The Government of the Republic of Kenya has received a credit from the International Development Association (IDA) toward the cost of the National Urban Transport Improvement Project (NUTRIP) and it intends to apply part of the proceeds of this credit to eligible payments under the contract for Rehabilitation and Capacity Enhancement of James Gichuru Road Junction – Rironi Highway (AT04).

2. The subject road section is part of the A104 international highway which starts at Namanga and proceeds northwestwards to Athi River where it takes a northeasterly direction to proceed to the Kenya/Uganda Border at Malaba. The subject section is located in Nairobi and Kiambu Counties.

3. Major items of works include; earthworks; cold milling of existing pavement layers; recycling of the road surface after cold milling, with, addition of cement and graded crushed stone to form subbase; provision of a stress absorbing membrane interlayer, provision of base using dense bitumen macadam; provision of surfacing using asphalt concrete with surface dressing or using concrete; construction of new culverts and removal of existing culverts; new box culverts/bridges in place of existing box culverts/bridges or box culvert/bridge improvements including widening; new storm water drainage system; other drainage improvements as specified; construction of facilities for non-motorised traffic; construction of facilities for socio-economic enhancement and roadside amenities; construction of service roads and collector roads; construction of heavy vehicle parking facilities and high speed weigh in motion facilities; provision of street lighting along the highway; HIV/AIDS mitigation measures; road safety improvement measures.

4. The Kenya National Highways Authority, which is the implementing agency, now invites sealed bids from eligible bidders for the contract for the rehabilitation and capacity enhancement of the above roads.

5. Bidders who meet the appropriate qualification criteria stated in the bidding documents, which are summarized inter-alia in the tables below are invited to bid. Only bidders who consider they meet the qualification criteria as given in the table should bid. Award will be on the basis of the lowest evaluated cost to the Employer.

6. Qualification criteria include but are not limited to the following;

Construction Average Annual Turnover

Minimum construction average annual turnover in USS Million (or equivalent) calculated as total certified payments received for contracts in progress or completed, within the last Five (5) years

USS 80 Million

Financial Resources

The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the stated cash flow requirement in USS Million (or equivalent).

USS 11 Million

Specific experience

(a) Participation as contractor, management contractor, or subcontractor, in at least the stated number of contracts within the last five (5) years, each with the minimum stated value in USS Million (or equivalent), that have been successfully and substantially completed and that are similar to the proposed Works. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI, Employer’s Requirements.

 

Two contracts each of USS140 Million

(b) For the above or other contracts executed duringiheperiod stipulated in (a) above, a minimum experience in the following key activities:

(i)   Earthworks (cut or fill) per month

70,000m3

(ii) Processing and placing cement improved   material (natural material or graded crushed stone mixed in a stationary plant) per month

55,000 m3

(iii) Bituminous mixes (Asphalt .Concrete and/or Dense Bitumen Macadam) mixed and placed per month

27,000 m3 ^

(iv) Concrete works placed per month

1,000 m3

7. The time for completion of the works is 36 months.

8. Bidding will be conducted through International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 2011 and is open to all bidders from eligible source countries, as defined in the guidelines. Domestic bidders (as defined in the guidelines) shall be eligible for a 7.5% margin of preference in the comparison of their bids with those of bidders who do not qualify for the preference.

9. Interested eligible bidders may obtain further information from and inspect the bidding documents at the offices of Kenya National Highways Authority (address below) during week days (Monday to Friday), excluding public holidays, from 09:00 hrs to 16:00 hrs local time. A complete set of bidding documents for each lot, in English, may be purchased by interested bidders on the submission of a written application to the address indicated in paragraph 14 below and upon payment of a non-refundable fee of Kenya Shillings 1,000.00(One Thousand Shillings only) or equivalent amount in a freely convertible currency or may be uploaded free of charge from IFMIS Kenya Suppliers Portal and Kenya National Highways Authority websites: supplier.treasury.go.ke and www.kenha.co.ke.

10. Payment for bidding documents in Kenya Shillings shall be in form of a banker’s cheque or certified cheque drawn in favour of the Kenya National Highways Authority. Payment for purchase of bidding documents may also be made through Telegraphic Transfer to the bank account below:

11. Bidding documents will be sent to the purchasers(s) or bidder(s) who so request, or can be collected by appointed representatives from First Floor, Blue Shield Towers, Hospital Road, Upper Hill, Nairobi, or at the bidder’s request, sent through electronic mail to the e-mail address nominated in the letter of application for purchase of bidding documents. The cost of transmission of payment for purchase of bidding documents and delivery thereof by post or courier to the purchasor shall be borne by the purchasor. Kenya National Highways Authority shall not be held liable for non-delivery, or incomplete delivery of electronic or hard copy of bidding documents so transmitted.

12. There will bean organised pre-bid site inspection to be held on 28th May 2015 starting at Junction of A104 and James Gichuru Road from lOOOhours.

A pre-bid conference shall be held on 29th May 2015 at KeNHA Headquarters, Conference Room on 3rd Floor, Blueshield Towers, Hospital Road, Upper Hill, Nairobi starting at 1000 hours.

13. Bids shall be enclosed in plain packages, and clearly marked with the ICB No., Contract Title, and Contract Number for identification as appropriate, sealed and transmitted by courier or delivered by hand as preferred by the bidder so as to be received at the address below, not later than 11:00 hours local time on 26th June 2015:
