1 The Government of Kenya has received a credit from the International Development Association toward the cost of Judicial Performance Improvement Project, and it intends to apply part of the proceeds of this credit to payments under the agreement(s) resulting from this NCB: Supply, Installation and Commissioning of Local Area Network, CCTV and Clean Power at Kitui Law Courts – Tender No: JPIP/NCB/10 / 2014-2015

 

The Judiciary of Kenya serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for Supply, Installation and Commissioning of Local Area Network, CCTV and Clean Power at Kitui Law Courts

Bidding will be conducted through the National Competitive Bidding (NCB) procedures but will in all respects comply with the World Bank’s Procurement Guidelines for Procurement of Goods, Works and Non-Consulting Service (January 2011 Edition) and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.is open to all Bidders from eligible source countries as defined in the Guidelines that meet the following minimum qualification criteria;

Have experience in the installation of LAN/WAN in at least 3 organizations in the past five years which shall include; the name and address of the purchaser; contact pereon; contract name and number and value of contract (Attach documentary evidence).

Have experience in the installation of CCTV system in at least 3 organizations in the past five years which shall include; the name and address of the purchaser; contact person; contract name and number; and value of contract (Attach documentary evidence).

Have successfully completed three (3) contracts similar in size and scope in the past five (5) years. The firm is required to provide documentary evidence of satisfactory completion of the contracts.

Qualifications and experience of key technical personnel who will be expected to be available during the project implementation

Sound financial position demonstrated by a minimum annual turnover equivalent to or more than the bid price for the last three years.

Be a certified warranty center for the proposed hardware equipment (evidence is mandatory)

Interested eligible bidders may obtain further information from the address below during office hours, 08.00 hours to 17.00 hours, Monday to Friday, exclusive of holidays. Bidders can inspect the bidding documents at the address given below during office 08.00 hours to 17.00 hours, Monday to Friday, exclusive of holidays.

A complete set of bidding documents in English may be purchased and collected by interested eligible bidders at the address below and upon payment of a non-refundable fee of Kenya shillings 1.000.00 (one thousand shillings). Payments shall be made to the Judiciary Nairobi Court fees Account at Kenya Commercial Bank, Moi Avenue Branch, Account No. 1116928477. Upon payment of the tender fee, bidders are required to obtain an official receipt from the Cash Office, Milimani Law courts, Nairobi. Bidders may also obtain the tender documents from the Judiciary website at the following link www.judiciary.go.ke free of charge.Upon downloading the bidding documents, bidders are required to notify the purchaser by email jpip. procurement@judiciary.go.ke that they intended to participate with full contact details, this will allow the purchaser to issue notifications to all bidders where necessary. No arrangements have been made for other methods of delivery of bidding documents.

Bids (clearly marked with the tender number and name and no other markings) must be delivered to the address below on or before 22 April 2015 at 12.30 hours. Electronic bidding wit) NOT be permitted. Late bids will be rejected. Bids appropriately addressed will be publicly opened in the presence of the bidders or the bidder’s representatives who choose to attend in person at the address below.

All bids must be accompanied by Bid Security equivalent to 2% of their bid price.
