Expression of Interest
The Government of Kenya has received financing from the Word Bank towards the cost of the Energy Sector Recovery Project and intends to apply part of the proceeds for consultancy services for wind energy data analysis and development programme.
 
Expression of Interest
The services include analysis of the wind data collected to date, development of updated wind map, undertaking pre-feasibility studies and proposing an appropriate mechanism for offering sites to potential investors.
In particular the consultants will undertake the following:
1)      Analyze already collected date and produce updated wind map(s), for Kenya
2)       undertaking pre-feasibility studies for sites where data has been collected
3)      Elaborate plans for further development and management of wind data in Kenya
4)      Prepare a Wind Sector Prospectus and Wind Development Plan.
5)      Build capacity in the public sector in the filed of wind energy
6)      Propose an appropriate mechanism of offering sites to potential investors
The Ministry of Energy now invites eligible consultants to indicate their interest in providing the services.  Interested consultants must provide information indicating that they ate qualified to perform the services (e.g. brochures, description of similar assignments, experimenting similar conditions, available of appropriate skills among staff, etc) The short listing criteria of the Consultants are:-
1)      Track record in wind data collection, wind power modeling and wind power analysis, reparsing (pre-) feasibility studies for wind parks and experience in designing concepts for attracting developers of wind parks.
 
2)      Experience in transmission and grid integration issues pertinent to wind park development in developing country  setting.
 
3)      Experience in environmental and social safeguards aspects of developing wind parks in developing countries.
4)      Number of assignments conducted in similar conditions (developing country setting)
 
5)      Available of staff with appropriate skills
 
The consultants are requested to provide a brief outline of the technical approach and methodology of carrying out the study.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
A consultant will be selected in accordance with the  Quality and Cost based Selection (QCBS) method set our in the procedures set out in the World Bank’s Guidelines Selection and Employment of Consultants by World Bank Borrowers (May 2004, Revised October 1, 2006 & May 1, 2010).
