SPECIFIC PROCUREMENT NOTICE

Invitation for Bids (IFB)

Bid Identification no. KARI/HQTS/T10/2013-2014: PROPOSED ERECTION AND COMPLETION OF ELECTRIC FENCE AND ALLIED WORKS AT KARI, NAIVASHA

     1.         This Invitation for Bids follows the General Procurement Notice.

2.         The GOVERNMENT OF KENYA has received a Credit and a Grant from the International Development Association towards the cost of EAST AFRICA AGRICULTURAL PRODUCTIVITY PROJECT (EAAPP), and it intends to apply part of the proceeds of this Credit and Grant to payments under the Contract for PROPOSED ERECTION AND COMPLETION OF ELECTRIC FENCE AND ALLIED WORKS AT KARI, NAIVASHA.

3.         The KENYA AGRICULTURAL RESEARCH INSTITUTE now invites sealed bids from eligible and qualified bidders for:-

TENDER, KARI/HQTS/T10/2013-2014: PROPOSED ERECTION AND COMPLETION OF ELECTRIC FENCE AND ALLIED WORKS AT KARI, NAIVASHA:

4.         Bidding will be conducted through the National Competitive Bidding (NCB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, published by the World Bank in May, 2006 and revised in March and April, 2007 and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.

5.         Interested eligible bidders may obtain further information from Chief Supplies Officer- Kenya Agricultural Research Institute, KARI HEADQUARTERS, KAPTAGATROAD; Nairobi and inspect the Bidding Documents at the address given below from 8.00 a.m. to 5.00 p.m., during working days.

6.         Qualifications requirements include: key technical, financial, legal and other requirements as indicated in the Bid Documents. A margin of 7’/2 percent preference for eligible national Contractors/Joint Ventures shall be applied. Bids will be evaluated on the basis of each individual contract. Any discount offered for award of the contract will be taken into account in evaluation of bids.

7.         A complete set of Bidding Documents in English may be purchased by interested bidders upon payment of a non-refundable fee of Kshs.5,000/- per set of Tender Documents. The method of payment will be either by Cash or by Bankers Cheque drawn in favour of the Director, KARI.

 8.         Mandatory Tender Requirements will include the following:-

 

(i)  The Tenderer must be registered with the Ministry of Public Works in Category ‘C and above, Building General (Proof of registration mandatory).

(ii) Proof of Payment for Tender Documents (copy of payment receipt must accompany the Tender).

 

(iii) The Tender must be accompanied with a Bid Security of Not less than Two Percent (2%) of the bid price from an established and reputable Bank operating in Kenya, and which must remain valid for One Hundred and Fifty (150) days from the date of Tender Opening.

(iv) The Tender must be accompanied with proof of current and past works of similar magnitude and nature, undertaken in the last three (3) years (Copies of Letters of Award/Practical Completion Certificates to be enclosed.)

(v) The Tender must be accompanied with a copy of the current and valid Tax Compliance
Certificate.

(vi) The Tender must be accompanied with copies of the Certificate of Incorporation, PIN and VAT Certificates.

(vii) The Tender must be accompanied with documentary proof of statutory compliance with NSSF and NHIF Acts in regard to registration and remittances/payments.

(viii) The Tender must be accompanied with documentary proof of availability of cash or Bank Overdraft facilities of not less than Kenya Shillings Fifty Million (Kshs.50,000,000.00).

(ix) The Tender must be accompanied with a List of Equipment owned by the Tenderer including proof of ownership (Copies of Log books etc.)

(x) The Tender must be accompanied with copies of Audited Accounts for the last three (3) years.

(xi) The Tender must be accompanied with a List of Technical Personnel including their academic and Professional Certificates.

(xii The Tender must be accompanied with the Tender’s declaration of his/her Litigation/Arbitration history.

In addition, Tenders/Bids from the Bidders with the following shall be treated as non-responsive and therefore subject to automatic disqualification.

a)        A Bid from a Bidder whose on-going project(s) is/are behind schedule and without any approved extension of Time.

b)        A Bid from a Bidder who has been served with a Default Notice or has been terminated in the last three (3) years.

c)        A Bid from a Bidder who is facing debarment by the Public Procurement Oversight Authority (PPOA) or any other authorised body.

d)        A Bid from a Bidder who has more than four (4) on-going Construction Projects regardless of the magnitude of the uncompleted works.

e)        A Bid which is less than or exceeds the Official Estimate by more than 15%. (deviates from the official Estimate by more than 15%).

f)         A Bid whose Bid/Tender Form is not duly filled, signed and stamped.

g)        A Bid whose Bills of Quantities are priced inconsistently or whose Grand Total substantially differs from what is on the Form of Tender/Bid.

9.         Bids must be delivered before 10.00 a.m., on 1st November, 2013. Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the Bidder’s Representatives who choose to attend at the address below at 10.00 a.m., on 1st November, 2013.

Or deposited in the Tender Box situated at the entrance of the building of KARI Headquarters, Bulky documents that cannot go through the slot of the Tender Box to be delivered to the Office of the Chief Supplies Officer, Room 151, KARI HQTS.
