REQUEST FOR EXPRESSION OF INTEREST

FOR FINANCING, DESIGN, CONSTRUCTION AND MANAGEMENT OF HOUSING UNITS AND ASSOCIATED AMENITIES WITHIN NAIROBI CITY COUNTY

1.    PARK ROAD HOUSING PROJECT: MLHUD/PSHP/PPP/ PR/1/2013-2014

2.    SHAURI MOYO HOUSING PROJECT: MLHUD/PSHP/ PPP/SM/1/2013 – 2014

3.    STAREHE HOUSING PROJECT: MLHUD/ PSHP/ PPP/ SH/1/2013 – 2014

1.     This invitation for Expression of Interest follows the guidelines as expressed in the Public Private Partnership (PPP) Act of 2013.

2.     The Government of Kenya through the Ministry of Land, Housing and Urban Development under National Housing Programme seeks to facilitate, through multiple strategies, development of over 300,000 housing units across the country. Most of the housing development will be done through PPP contractual arrangements. The programme commences with the construction of over 6,000 housing units in parcels of land located in Nairobi City county. The projects shall comprise financing, design, construction and management of housing units and associated amenities as indicated below:-

3.      It is expected the construction will take about 2 years while operations and transfers may take 10 years

4.      The Principal Secretary, Ministry of Land, Housing and Urban Development now invites sealed Expression of Interest (EOI) from eligible, reputable local and international investors to indicate their interest in providing the services. The interested eligible, reputable local and international investors must provide information indicating that they are qualified to provide the services as follows:-

a)         Demonstrate ability to mobilize resources and expertise to undertake the project

b)        Demonstrate relevant experience in undertaking projects of similar nature

c)         Demonstrate availability of appropriate skills to undertake the project.

d)        Demonstrate capacity to mobilize funding to undertake the project.

e)        Demonstrate ability to incorporate new housing development technologies.

f)         Has legal capacity to enter into an agreement in accordance to Public Private Partnership Act, 2013

5.      Local and international investors may associate to enhance their qualification, in which event they should indicate the nature of such association. Preference shall be given to associations that incorporate Kenyan women investors.

6.      Local and international investors may express interest in all projects with a clear indication by submitting a separate document for each.

7.             There shall be a pre-expression of interest conference to be held in the Boardroom, Ministry of Land, Housing and Urban Development on 12th floor wing ‘B’ Ardhi House, 1st Ngong Avenue, Community, Nairobi, Kenya starting at 10.00 a.m., thereafter followed by a visit to the three sites on 17th January, 2014.

8.      Local and international investors will be selected in accordance with the PPP Act of 2013 based on Quality Cost Based Selection (QCBS).

9.      Interested local and international investors may seek clarification in writing, and the same to be received, at least twenty one (21) working days (Mondays to Fridays) before the date of closing the EOi advertisement, to the following address:-

11.   Expressions of Interest document shall be collected from procurement office located at Ardhi House, Sixth Floor, wing B, (MTC Secretariat) 1st Ngong Avenue, Nairobi, Kenya, during normal working hours 8.00 a.m. – 5 p.m., Kenya time or be downloaded from www.ardhi.go.ke.

12.   Expressions of Interest must be delivered or submitted by 12:00 noon Kenyan time on 31″ January, 2014 and be deposited in the Tender Box located at Ardhi House, Sixth Floor, Ist Ngong Avenue, Nairobi, Kenya. The Expression of Interest packages should be clearly marked:-

Bulky documents that cannot be deposited in the Tender Box can physically be delivered to the Procurement Office situated at Ardhi House, Sixth Floor, Wing ‘B’ and clearly indicated on the envelope: DO NOT OPEN BEFORE 31ST JANUARY, 2014 AT 12:00 NOON (Kenyan time). The opening of the submitted applications will be done immediately thereafter on 31st January, 2014 starting at 12:00 noon (Kenyan time) at the Conference Room, Ardhi House, 1st Ngong Avenue, Community, Nairobi, Kenya, Sixth Floor, Wing ‘B’ and applicants or appointed representatives are allowed tc attend.

13.   The applicants shall bear all the costs associated with submission of its EOI. There shall be no refunds from the
Government of Kenya

14. The government reserves the right to accept or reject any or all EOI without assigning any reason.
