1. This Invitation for bids follows the General Procurement Notice for this Program that appeared in the UN Development Business on 30th August 2010.

2. The Government of Kenya has received a creditfrom the InternationalDevelopment Association (IDA) towards the cost of Kenya Municipal Program(KMP) and it intends to apply part of the proceeds of this creditto payments under the Proposed Construction of Non Motorized Transport Facilities in:l. Eldoret Town, 2. Kakamega Town, 3. Nakuru Town, 4. Mombasa City and 5. Thika Town; Tender Nos.

(B) MLHUD/KMP/COMP3/KK-NMT PHASE 1-2013/14

(D) MLHUD/KMP/COMP3/MSA-NMT PHASE 1-2013/14

(E) MLHUD/KMP/COMP3/THK-NMT PHASE 1-2013/14

The works shall comprise of: Improvement works to Non Motorized Transport Facilities in; 1. Eldoret Town, 2. Kakamega Town, 3. Nakuru Town, 4. Mombasa City and 5. Thika Town. The works shall include but not limited to installation of new Non Motorized Transport Infrastructure i.e. footpaths, cycle track,busstops and bus bays, bi-cycles parking stands, provision of traffic safety and calming devices and entry and exit gates.

3. The Principal Secretary, Ministry of Land, Housing and Urban Development now invites sealed bids from eligible and qualified bidders for Construction of the above works. The contract periods are as follows: Eldoret Town (Twelve (12) Months), 2.Kakamega Town (Nine (9) Months), 3. Nakuru Town (Nine (9) Months), 4. Mombasa City (Twelve (12) Months) and S. Thika Town (Twelve (12) Months)

4. Bidding will be conducted through the National Competitive Bidding (NCB) procedures specified in the World Bank’s Guidelines: Procurement under IDA Credits, published by the Bank in May 2004 and revised in October 2006 and May 2010, and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.

5. Interested firms may seek clarification in writing, and the same to be received, at least fourteen (14) working days (Mondays to Fridays) from the date of closing the Invitation for Bids advertisement, to the following address:- r

6. A complete set of Bidding Documents in English language must be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of one thousand Kenya Shillings (KShs. 1,000 per set) or equivalent in freely convertible currency. The method of payment will be cash or bankers cheque at Cash Office Ardhi House 10th Floor.

7. A complete set of Bidding Documents in may be collected by interested bidders from Ministry of Land, Housing & Urban Development, Cianda House Room 1009 upon production of payment receipt.

8. A Pre-Bid Site visit shall be conducted in the respective towns as follows.

9. These Contracts will be undertaken concurrently. A Bidder will only be considered for one contract; hence Bidders are requested to indicate their priority. Evaluation will be done on contract by contract basis.

10. Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the bidders’ representatives who choose to attend in person at Cianda House, Koinange Street, Tenth (10) Floor Conference Room, Door No. 1012, Nairobi, Kenya at 1200 hours East Africa Time on 12th March 2014.

11. Bids must be delivered (or submitted) by 12th March 2014 to the Tender Box located at Cianda House (10*) Floor Koinange Street, Nairobi, Kenya. Late bids will be rejected. The packages should be addressed as below and clearly marked according to the bid made as follows:

12. Bids shall be accompanied by Bank Bid Securities as follows:

(A) MLHUD/KMP/COMP3/ELD-NMT PHASE 1-2013/14: ELDORET TOWN – Kshs. 5,500,000 (or equivalent amount in freely convertible currency).

(B) MLHUD/KMP/COMP3/KK-NMT PHASE 1-2013/14:KAKAMECA TOWN – Kshs. 3,000,000 (or equivalent amount in freely convertible currency).

(C) MLHUD/KMP/COMP3/NKRU-NMT PHASE 1-2013/14: NAKURU – Kshs. 5,000,000 (or equivalent amount in freely convertible currency).

(D) MLHUD/KMP/COMP3/MSA-NMT PHASE 1-2013/14: MOMBASA CITY – Kshs. 7,000,000 (or equivalent amount in freely convertible currency).

(E) MLHUD/KMP/COMP3/THK-NMT PHASE 1-2013/14:THIKA TOWN – Kshs. 6,000,000 (or equivalent amount in freely convertible currency).

13. Bulky documents that cannot be deposited in the tender box can physically be delivered to the Registry Room situated at Cianda House 10th floor Room 1010 and clearly indicated on the envelope, “Do not open before 12th March 2014 at 1200 noon (Kenya Time)”.
