REQUEST FOR EXPRESSION OF INTEREST (REOI) FOR CONSULTANCY SERVICES
1. This Request for Expression of Interest follows the General Procurement Notice for this Program that appeared in Development Business, on 30th August 2010.
2.. The Government of Kenya has received a credit from the International Development Association towards the cost of Kenya Municipal Program (KMP) and it intends to apply part of the proceeds of this credit to payments under Provision of Consultancy Services for Supervision of Construction of Non-Motorised Traffic Facilities in:
(i) Eldoret Town: MLHUD/KMP/COMP3/NMT/03 Eldoret
(ii) KakamegaTown: MLHUD/KMP/COMP3/NMT/04 Kakamega
(iii) Mombasa Town: MLHUD/KMP/cOMP3/NMT/05 Mombasa
(iv) Nakuru Town: MLHUD/KMP/COMP3/NMT/06 Nakuru
(v) Thika Town: MLHUD/KMP/COMP3/NMT/07 Thika
3. The scope of services will include:
i. To fulfill the role of the Engineer’s Representative in the supervision of the construction works;
ii. To provide a detailed review of the design, the design investigations, the design assumptions and calculations and the design records, together with the contract documents, such that the review consultant shall be fully conversant with the design and the contract documents, all prior to construction commencing;
iii. To supervise, in accordance with the contract document – conditions of contract, design, specifications and drawings, while at all times ensuring quality, cost effectiveness and timely completion.
iv. To provide the Client with regular status reports and other reports as per the Terms of Reference, together with all related necessary technical assistance and professional advice related to supervision of the construction of the said works.
The works to be supervised shall include but not limited to construction of footpaths, bicycle lanes, limited roadworks for traffic calming measures, drains and drainage structures, foot-over-bridges, street lighting, ablution blocks, bicycle sheds and associated works. Specific details for each Town are as follows:
(i) Eldoret Town: Approximately 25km of footpaths, segregated cycle tracks, entry and exit gates, foot over bridges, traffic calming measures and road signs estimated to be completed within 26 months (Design Review and Construction – 13, Defects Liability and Final Report -13)
(ii) Kakamega Town: Approximately 13km of footpaths, segregated cycle tracks, entry and exit gates, streetlighting. traffic calming measures and road signs estimated to be completed within 23 months (Design Review and Construction – 10, Defects Liability and Final Report -13).
(iii) Mombasa Town: Approximately 15 km of footpaths, segregated cycle tracks, foot over bridges, streetlighting, traffic calming measures and road signs estimated to be completed within 26months(Design Review and Construction -13, Defects Liability Period and Final Report -13)
(iv) Nakuru Town: 25km of footpaths, segregated cycle tracks, streetlighting, traffic calming measures and footpaths estimated to be completed within 23months (Design Review and Construction -10, Defects and Liability Period and Final Report -13)
(v) Thika Town: 35km of footpaths, segregated cycle tracks, streetlighting facilities, traffic calming measures and road signs estimated to be completed within 26months (Design Review and Construction -13, Defects And Liability Period and Final Report -13)
4. The Principal Secretary, Ministry of Land, Housing and Urban Development now invites sealed Expressions of Interest (EOls) from eligible and qualified firms for provision of consultancy services for supervision of the above works. Interested consultants (firms) must provide information indicating that they are qualified to perform the services
a. Description of at least one similar assignment within the last five years. Client reference should be provided.
b. Experience in having undertaken similar assignments under similar conditions i.e. urban areas in developing countries, and
c. Availability of appropriate skills among staff, etc.
5. Consultants may associate to enhance their qualifications.
6. Consultants may express interest in one or more towns, but should indicate the order of priority. The services will run concurrently and consultants will be expected to have the capacity to provide a separate/independent team for each town.
7. Afirm of consultants will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004, and revised in October 2006 and May 2010.
8. Interested firms may seek clarification in writing, and the same to be received, at least twenty one working days (Mondays to Fridays) from the date of closing the REOI advertisement, to the following address- The Director, Urban Development Directorate, Ministry of Land, Housing and Urban Development, 10th Floor Cianda House, P.O. Box 34477 – 00100, Nairobi, Kenya.
9. Electronic submissions of EOls can be done through: kmp@kmp.go.ke.byTuesday 14th January, 2014 at 12:00 noon Kenya time.
10. Expressions of Interest must be deposited by Tuesday 14th January, 2014 at 12.00 noon Kenyan time in the Tender Box marked “Directorate of Urban Development, Ministry of Land Housing and Urban Development”. Bulky documents that cannot fit in the Tender Box can be delivered to the Registry. The Tender Box and Registry are both located at Cianda House Tenth Floor(lO), Koinange Street, Nairobi, Kenya. The packages should be clearly marked:
