INVITATION FOR BIDS

Contract Title: SUPPLY AND DELIVERY OF WATER BOWSERS

Contract No. MoLH&UD/DoNMED/NaMSIP/VEH-03/2013-2014 Reference No. G005 in Procurement Plan

1.  The Ministry of Land, Housing and Urban Development (MoLH&UD), Directorate of Nairobi Metropolitan Development (DoNMED) has received financing from the World Bank toward the cost of the Nairobi Metropolitan Service Improvement Project. (NaMSIP), and intends to apply part of the proceeds toward payments under the contract for Supply and Delivery of Water Bowsers.

2.  The Ministry of Land, Housing and Urban Development (MoLH&UD), Directorate of Nairobi Metropolitan Development (DoNMED) now invites sealed bids from eligible bidders for Water Bowsers as detailed below:

Description: 3 No. 4×2 Diesel Propelled Truck; (6500-8500cc);
Quantity: 3No.

Delivery Period;Three (3) Months

3.   Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods under IBRD Loans and IDA Credits & Grants by World Bank Borrowersfor Procurement of Goods, Works and Non-Consulting Services issued in January, 2011 and updated in March 2013 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

4.   Interested eligible bidders may obtain further information from the Principal Secretary Ministry of Land, Housing and Urban Development, Directorate of Nairobi Metropolitan Development, KICC Building 25th Floor, Harambee Avenue, P.O. Box 30130 – 00100, Nairobi, Kenya and inspect the bidding documents during office hours 0900 to 1700 hours during working days (Monday to Friday) at the address given below.

5.   A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Ksh.5, 000 per set (or equivalent in a convertible currency). The method of payment will be cash or banker’s cheque from a reputable bank in Kenya. The Bidding Documents will be collected from the address below upon production of a purchase receipt.

6.   Bids must be delivered to the address below on or before 1200 hours East Africa time on Friday, 27th September, 2013 at 12.00 noon Kenyan Time to the Tender Box located at 25th floor, KICC Building Harambee Avenue, Nairobi, Kenya. The packages should be clearly marked “Supply and Delivery of Water Bowsers, Contract No. MoLH&UD/DoNMED/NaMSIP/VEH-03/2013-2014. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below at KICC Building 24th Floor Conference Room, at 1205 hours East Africa time on Friday, 27th September, 2013 at 12.00 noon Kenyan Time.

7.  All bids must be accompanied by a Bid Security as follows: Kshs 350,000 (Kenya Shillings Three Hundred and Fifty Thousand); or equivalent amount in freely convertible currency.
