SPECIFIC PROCUREMENT NOTICE
NATIONAL COMPETITIVE BIDDING

1. This Invitation for Bids follows the General Procurement Notice (GPN) for this project that appeared in UNDB online Issue No. 687 of 30th September, 2006 and on the African Development Bank Group’s Internet Website.
2. The Government of Kenya has received a loan from the African Development Fund in various currencies towards the cost of implementation of Kimira – Oluch Smallholder Farm Improvement Project (KOSFIP). It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for Construction of In-Block Irrigation Infrastructure for Oluch Irrigation Scheme – Lot 1.
3. The Ministry of Environment, Water and Natural Resources through Kimira – Oluch Smallholder Farm Improvement Project, now invites sealed bids from eligible bidders for:-
The construction of irrigation water distribution infrastructure in the proposed Oluch Scheme located in Rachuonyo North District, Homa Bay County comprising of :-
12km reinforced concrete lined tertiary canals,
4.5 km of earthen collector drains,
Flow control structures along the canals and drains, among other works.
Contractors willing to bid must be registered with the National Construction Authority and also with the Ministry of Environment, Water and Natural Resources.
4. Interested eligible bidders may obtain further information from and inspect the bidding at the office

on week days, during office hours, (8.00AM -1.00PM and 2.00PM -5.00PM focal time).
5. A complete set of bidding documents may be purchased by interested bidders on the submission of a written application to the above and upon payment of a non-refundable fee of Five Thousand shillings only (Kshs. 5,000.00) or its equivalent in a freely-convertible currency, for each set payable at KOSFIP Cash Office, in cash or Banker’s Cheque, in favour of the Project Manager, KOSFIP.
6. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the African Development Bank Standard Bidding Document: Procurement of Works.
7. Bids must be delivered to the above office on or before 2.00 PM, local time on 13th August, 2013 and must be accompanied by a security of Kenya Shilling Five Hundred Thousand shillings only (Ksh. 500,000.00) in the form of a Bank Guarantee.
8. Bids will be opened in the presence of bidders’ representatives who choose to attend at 2.00PM local time, on 13th August, 2013 at the offices of Kimira-Oluch Smallholder Farm Improvement Project, P.O. Box 293 – 40300, Homa Bay,situated along Homa Bay – Kendu Bay Road, opposite Kenya Industrial Estates. Homa Bay Town.
9. A Pre- tender Site Visit shall take place on 30th July, 2013 from 9.00 AM, local time, where clarifications shall be offered to the bidders who choose to attend. Bidders will assemble at KOSFIP offices, Homa Bay, for the site visit
