Invitation for Prequalification of Contractors for Olkaria – Lessos – Kisumu Transmission Line Construction Project
Loan Agreement NO: KE P28 IFP NO: KETRACO/PT/005/2014
1.The Government of Kenya has received a Loan from Japan International Cooperation Agency towards the construction of Olkaria – Lessos – Kisumu Transmission Line project. It is intended that part of the proceeds of this Loan will be applied to eligible payments under the contract resulting from the bidding for which this prequalification is conducted.
2.The Kenya Electricity Transmission Company Ltd. (KETRACO), the implementing Agency, intends to prequalify contractors for the Design, Supply, Installation and Commissioning of the following:
a. LOT I :400 kVTransmission line
The construction of approximately 213 km 400kV double circuit transmission line between Olkaria II Substation and Lessos Substation.
b. LOT 2 :220kV and 132 kV Transmission lines
The construction of approximately 73.5 km, 220 kV double circuit transmission line between Lessos Substation and the proposed new Substation at Kisumu East (Kibos) and approximately 3.5 km 132kV double circuit transmission line between the proposed new Substation at Kisumu East (Kibos) and Kisumu (Mamboleo) Substation.
c. LOT 3: Substation works
The construction works for the expansion of the existing Lessos 220kV Substation, the expansion of the existing Olkaria II 220kV Substation, the expansion of the existing Kisumu 132kV Substation and construction of a new 90 MVA 220/132/33kV Substation at Kisumu East (Kibos).
3.Prequalification will be conducted through procedures in accordance with the applicable Guidelines for
Procurement under Japanese ODA Loans, and is open to all applicants from eligible source countries, as defined in the Loan Agreement.
4. Interested eligible applicants may obtain further information from and inspect the Prequalification Documents at the office of KETRACO from 0900 to 1500 hours local time from Monday to Friday.
5. A complete set of the Prequalification Documents may be purchased by interested applicant(s) on the submission of a written application to the address below and upon payment of a nonrefundable fee of 1,000 Kenya Shillings or equivalent amount in a freely convertible currency. The method of payment will be Cash or Bankers Cheque, payable at the Cash Office, KETRACO, and receipt obtained.

7. Applications for prequalification should be submitted in sealed envelopes, delivered to the address below at or before 10.00 am on 10th April 2014 and be clearly marked “Application to Prequalify for Olkaria – Lessos – Kisumu Transmission Line Construction Project: Lot I / Lot 2 / Lot 3 (separately) Applications for multiple contracts from one applicant are allowed but the applications shall be separately prepared. Late applications will be rejected.
