Development Of Gravity-Fed And Rainwater Harvesting Systems
INTRODUCTION
This Request for proposals (RFP) invites applications from Community Based Organizations (CBOs)located in Districts (sub-counties) that border Lake Victoria; specifically from the following counties: Busia, Kisumu, and Siaya.
The RFP is issued under the Water for Sanitation and hygiene (WAFSAH)-Kenya, an initiative of the Water Supply and Sanitation Collaborative Council (WSSCC)and implemented by Kenya Water for Health Organization (KWAHO), to support efforts by low-income households and their organizations to increase access to water in order to sustain their sanitation facilities and hygiene practices.
FOCUS OF SUPPORT OF THE REQUEST FOR PROPOSALS
This RFP seeks to support initiatives that involve the development of gravity-fed and rainwater harvesting systems, low-cost, local materials shallow water wells, pipe-extensions and simple, cost effective options for water treatment.
APPLICATION REQUIREMENT
Interested CBOs should submit 3 sets (copies) of project proposals (not exceeding 8 pages) and corresponding budgets in English, within the stipulated deadline of 3151 December 2013. Applications received after this date or fail to meet the application requirements will not be considered.
TECHNICAL EVALUATION CRITERIA
Proposals will be reviewed by the Grants selection committee based on the following criteria:
• Confirmation that the proposed project is located within the districts (sub-counties) that border the Lake Victoria and are within the targeted counties highlighted above.
• Proof of organization registration
• Demonstrated need for water for sanitation and Hygiene
• Capacity of the applicant to absorb funds and implement the project
• Preliminary work undertaken by the applicant to develop rain harvesting techniques, shallow water -wells, pipe-extensions or water treatment plans, including feasibility studies, assessments, project planning, project costing e.t.c.
• Cost sharing or co-financing arrangement by the applicant including financial or in-kind contributions that show that the small grant constitutes part (rather than all) of the total cost of the project.
• Estimated number of people who will benefit directly from the small grant in terms of increased access to water supply.
• Estimated number of people who will derive employment and / or create sustainable income basis from the implementation of the project (local craftsmen, project maintenance, manager, youth workers e.t.c.
• Strength of the governance structure for the project including the role of women and youth in decision making for project design .implementation and maintenance
• Financial strategy for maintaining the project facility over time, including anticipated costs of maintenance, the estimated revenues collected to meet these costs and the proposed system to manage accounts.
