Design, Fund, Build And Co-Own A 0.2805 Of A Hectare Of Commercial Property At Upper Hill Nairobi

 

Introduction:

KVDA was established by an Act of Parliament Cap 441 of the Laws of Kenya and started operations in 1979. The Authority covers an area of 107,759.18km2 consisting of Samburu, Baringo, West Pokot, Turkana, Elgeiyo Marakwet Counties and parts of Nakuru County. The Authority intends to develop two of its properties i.e. Commercial plot at Nairobi Upper Hill and completion of

KVDA Plaza at Eldoret.This is intended to generate future revenue to the Authority and make it self-supporting and where possible contribute to the Government Kitty. To realize this goal the Authority intends to identify a developer/s who shall give the best viable commercial proposal in each case. Interested potential developers/consortiums who qualify are invited to give their Proposals as detailed below;

1.    KVDA/RFP/26/2013-14 REQUEST FOR PROPOSAL TO DESIGN, FUND, BUILD AND CO-OWN A 0.2805 OF A HECTARE OF COMMERCIAL PROPERTY AT UPPER HILL NAIROBI

The Authority owns a sizeable Commercial plot at Nairobi Upper Hill strategically placed along Menengai Road, next to Indonesian Embassy, Bone Restaurant and opposite to the new World Bank offices. KVDA intends to develop this property through a developer who can design, fund, build and co-own a multi-storey commercial Building to host offices.

The scope of the assignment will involve:-

1)    To assess the commercial plot at Nairobi Upper Hill in terms of size, geological, position, surrounding developments etc to give informed proposal in terms of best market/ commercial use in future.

2)    To ensure that the proposal shall meet the requirements of National physical planning and other government agencies.

3)    Design the best structure that shall be commercially viable, that in any case is NOT less than twenty storey.

4)    To fund/finance the project to completion. Evidence on availability of funds/finance should be submitted.

5)    Proportion of share of the building/asset between the Developer and KVDA.

2,   KVDA/RFP/27/2013-14 REQUEST FOR PROPOSAL TO RE-DESIGN, FUND AND BUILD A SOUTHERN WING BUILDING PART OF KVDA PLAZA AT ELDORET (UASIN GISHU COUNTY)

The Authority owns a Fourteen floor building at Eldoret known as KVDA Plaza along Oloo street next to National bank of Kenya limited. KVDA intends to complete the southern wing of this property (from the mezzanine level) through a developer who can re-design, fund and build a multi-storey commercial Building to host offices. To realize this goal the Authority intends to identify a developer who shall give the best viable commercial proposal under options A or B.

Option A – Re-design and finance the construction and hand over to KVDA on completion upon payment of agreed project cost by KVDA.

Option B – Re-design and undertake the construction under finance from KVDA.

The scope of the assignment will involve:-

1.    To ensure that the proposal shall meet the requirements of National physical planning and other government agencies.

2.    Re-design the best structure that shall be commercially viable

3.    Funding the project until its finish under option A.

KVDA invites eligible funding institutions or individual developers to submit request for proposal to provide the above mentioned services. Interested developers must provide information as indication that they are qualified to perform the task. Bids from interested and reputable firms should meet the following minimum requirements:-

1.     Cover letter submitting the request for proposals.

2.     Copy of registration certificate

3.     Copy of valid tax compliance certificate

4.     VAT number (copy)

5.     The proposals should be clearly separated as iAi-Technical Proposal and iBT- Financial Proposal

Eligibility:

1.     Firms background

2.     Product portfolio, technical, Financial and managerial competencies available to execute the mentioned development.

3.     Demonstrated experience in provision of similar development especially with government institutions and partners you are working with.

4.     Copies of audited accounts for the last three years.

5.     Demonstration of availability of adequate funding for the construction.

N/B Interested developers may choose to submit proposals for one or both projects but separately

The Authority will evaluate proposals and all participants will be provided with feedback after the evaluation.

Complete Request for proposal documents in plain sealed envelopes clearly marked “REQUEST FOR PROPOSAL TO………….. KVDA/RFP//2013-2014” should be sent to the address below or be deposited in the Tender Box A at the headquarters at KVDA Plaza, 13th Floor, along Oloo Street, Eldoret so as to reach us on or before Tuesday 7th January, 2014 at 12.00 Noon. The RFP documents shall be opened immediately thereafter at 14th floor KVDA Board Room in the presence of bidders representatives willing to attend.
