Assignment Title: Consulting Services For Integrated Urban Planning for the Konza-Kenol-Kangundo-Tala, Komarock-Ruai (Eastern-By-Pass) Corridor.

The Government of Kenya has received financing from the World Bank toward the cost of the Nairobi Metropolitan Services Improvement Project (NaMSIP) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include Development of Integrated Urban Planning for the Konza-Kenol-Kangundo-Tala, Komarock-Ruai (Eastern-By-Pass) corridor. This is a detailed integrated action plan that is intended to guide development of the corridor and its immediate environs. The objective of the Action Area Plan is:
• To provide a basis for infrastructure expansion for present and projected population over the plan period;
• To identify environmental issues and concerns affecting the areas and propose strategies to address
them;
• To identify development potentials of the planning areas;
• To provide basis for detailed plans for the urban and market centres along the corridor;
• To provide a basis for development control guidelines and investment decisions;
• Manage and control urban sprawl;
• To enhance and promote safety and security;
• To uphold innovative civic and urban design that enhances the character and form of the Transportation
corridor;
• To develop an environmental plan for the river riparian and other water catchment areas;
• To provide a basis for detailed drainage plans along the corridor and affected market/urban areas.
• To develop plan implementation and monitoring framework.
The tasks to be performed for this assignment include but are not limited to the following:
• Preparation of Action Area plan for the corridor and its immediate environs;
• To convene stakeholders meetings and workshops to create awareness and sensitize them. This would ensure ownership of the plans and effective participation in plans preparation and implementation;
• Receiving public comments and presentations from stakeholders;
• Undertake general and actual survey of the route through which the corridor will pass;
• Securing acceptance of the plans from County authorities;
• Preparation of a development control regulations for the corridor.
The duration of the services is expected to be twelve (12) months.
The Ministry of Lands Housing and Urban Development (MoLH&UD) through the Directorate of Nairobi Metropolitan Development (DoNMED) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. This consultancy calls for a multi-disciplinary approach and therefore firms may associate to enhance their chances. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
1. Experience in similar conditions;
2. Have undertaken similar assignments on corridor development; and
3. Availability of appropriate skills among staff.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of consortium, a joint venture or a sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
