Assignment Title: Consultancy for Development of Eastlands, Nairobi

Reference No. (As per Procurement Plan): 39

The Government of Kenya has received financing from the World Bank toward the cost of the Nairobi Metropolitan Services Improvement Project (NaMSIP) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include Development of Eastlands in Nairobi that involves anUrban Renewal Plan that is intended to come up with Action Area Plans. These are detailed and integrated short-term plans that are intended to guide development of the towns and their immediate environs.

The Scope of Service will include but not limited to the following:

a)    Provide a basis for guiding development for present and projected population over 20 years period;

b)    Delineate the functional urban renewal area and take stock of the existing physical and social infrastructure, urban resources determining their condition and recommend the necessary measures to improve their conditions, design and operation capacity;

c)    Prepare an urban renewal framework that gives guideline to initiatives of other landowners in the area towards urban renewal program/intervention;

     d)   Conduct a study and prepare appropriate plans;

e)   Convene stakeholders meetings and workshops to create awareness and sensitize them. This would ensure ownership of the plans and effective participation in plans preparation and implementation;

f)     Receiving public comments and presentations from stakeholders and relevant government agencies and reviewing the plans as appropriate;

g)    Preparation of a policy plan to guide development in the area;

h)   Presentation of the study findings and recommendations for consideration and recommendation to the Government;

 i)     Identify sustainable financial and funding framework for the project;
 j)   Propose an implementation framework for the plan.

The duration of the services is expected to be twelve (12) months.

The Ministry of Lands Housing and Urban Development (MoLH&UD) through the Directorate of Nairobi Metropolitan Development (DoNMED) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

 1.    Experience in similar conditions to include an urban environment in a developing country;

      2.    Have undertaken a similar assignment; and

      3.    Availability of appropriate skills among staff.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of consortium, a joint venture or a sub-consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
