CONSULTING SERVICES

REQUEST FOR EXPRESSIONS IF INTEREST (REOI) FOR CONSULTANCY SERVICES FOR SOCIAO-ECONOMIC SURVEY, AND PREPARATION OF INFRASTRUCTURE UPGRADING PLANS, DETAILED ENGINEERING DESIGNS, AND TENDER DOCUMENTATION FOR INFORMAL SETTLEMENTS (ELDORET, KERICHO, KISUMU, KISUI, MALINDI, MOMBASA AND NAKURU – LOT3)

CONTRACT NO. MH/KISIP/CS/003/2012-2013

1. This Request for Expression of interest follows the General Procurement Notice for this project that appeared in Development Business, issue No. 803 of 31st July 2011.

2. The Government of Kenya has received a Credit form International Development association (IDA) for the Kenya Informal Settlements improvements Project (KISIP) and intends to apply part of the proceeds of this credit to payment under the contract, consultancy services for Socio – economic surveys, and preparation of infrastructure upgrading plans, detailed Engineering designs tender documentation for informal settlements (Eldoret, Kericho Kisumu, Kitui, Malindi, Mombasa and Nakuru): Contract No. MH/KISIP/CS/003/2012-2013

 

3. The services will include the following:

 

i) Community sensitization / mobilization

ii) Socio-economic surveys in the selected settlements

iii) Community level consultations to determine infrastructure investment priorities

iv) Preparation of infrastructure upgrading plans

v) Conceptual designs and feasibility studies for prioritized infrastructure upgrading

vi) Detailed design and tender documentation for prioritized infrastructure facilities

vii) Environmental Impact Assessment, Resettlement Action Plans, and Environmental management Plans for the prioritized investments

viii) Operations and maintenance manuals for the infrastructure investments and

ix) Support KISIP team in evaluation process for selection of contractors.

 

4. The infrastructure facilities to be covered may include access roads, paved and unpaved footpaths, street lights and security lighting, storm water drainage solid waste management, water supply and sanitation and public parks.

5. The service under this assignment will be carried out in seven municipalities. The Clusters comprise of the following:

i) Cluster 1: – comprising Municipalities Councils OF Malindi, Mombasa and Kitui

ii) Cluster 2: – Comprising Municipal Councils of Kericho, Kisumu, Nakuru and Eldoret

Firms can express interest in one or both Clusters provided they can demonstrate that they will have the ability and capacity to deploy a complete number of experts for each cluster

6. The services under each cluster are expected to be completed within twelve (12) months of signing the contract

7. The ministry of Housing through the Kenya Informal Settlement improvement Project (KISIP) now invites eligible firms to express their interest providing the services. Interested firms must provide information indicating that they are qualified to perform the services (Brochures, description of similar assignments, experience in similar conditions, and availability of appropriate skills among staff, etc)

8. Firms may to enhance their qualifications, Firms are encourages to associate with NGOS with experience in community mobilization.

9. Consultants will be selected in accordance with the procedures set out in the World Banks Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004, October 2006 and May, Revised October 2006 and May 20100.

11.
