As the country prepares to migrate to digital broadcasting before the end of the year, the Communications Commissions of Kenya (CCK) has made yet another significant step to ensure that consumers of ICT services get the best services at affordable rates.
CCK has called on proposals from qualified consultants on the design and development of a framework and methodology for measuring and monitoring information and communications network installations in the country.
The winner of the bid will undertake measurement of Quality of Service (QoS) of ICT services in the country as well as performance.CCK currently carries out independent QoS measurements for mobile voice services.
The needs for consumers have evolved resulting in decreased dependence on voice services and increased reliance on text messages, data/internet and social media platforms to the extent that the relevance of existing voice parameters will cease to be of much value to consumers.
“This has led to the need to undertake QoS measurements geared towards determining QoS performance as well as experience related to SMS, data/internet and social media services in addition to voice-based communications.”, says CCK in a statement.
Proposals should be submitted to the commission by 17th January, 2014.
