Works: DRILLING AND EQUIPPING OF BOREHOLES AND CONSTRUCTION OF ELEVATED STEEL WATER TANKS IN KIAMBU COUNTY – PHASE 1

The Government of Kenya has received financing from the World Bank toward the cost of the Kenya Water and Sanitation Service Improvement Project Additional Finance (WASSIP AF), and it intends to apply part of the proceeds toward payments under the contract for Drilling and Equipping of Boreholes and Construction of Elevated Steel Water Tanks in Kiambu County – Phase 1. The Athi Water Services Board, a parastatal under the Ministry of Environment, Water and Natural Resources now invites sealed bids from eligible bidders for drilling and equipping of boreholes and construction of elevated water tanks with associated civil works and the Works consist of :-
•Drilling 7 new boreholes as per the Bill of Quantities and specifications;
•Equipping of the 7 new and 2 existing borehole as per the Bills of Quantities and Specifications;
•Construction of 6 elevated steel water tanks, capacity 48m3 and on 18m steel tower;
•Laying of 5Km of DN90mm uPVC pipes and DN150 – DN200 Gl pipes and;
•Testing and commissioning the works.
The works are located about 50Km from Nairobi City Center. The construction period is 8 months. Qualifications requirements include:
a)Experience as prime contractor in the construction of at least one works’ contract of a nature and complexity equivalent to the works over the last 5 years (to comply with this requirement, works cited should be at least 70 percent complete);
b)Proposals for the timely acquisition (own, lease, hire, etc.) of the essential equipment, including (i) Borehole drilling percussion/rotary rigs (to depth >320 m and nominal internal bore diameter of 203 mm) – 2No. (ii) Air compressors 1000/300psi capacity or equivalent – 2No. (iii) Generator 15kVa- 1No. (iv) 7ton lorries-2No. (v) 0.75m3 Concrete mixers with vibrator-2no.(vi) 0.75m3 Concrete dumpers – 2No. and (vii) Dewatering pumps (with 50mm inlet) – 2 No.
c)Site Agent (must be a registered Geologist or Hydro-Geologist, with at least 8 years relevant experience including no less than 5 years as Site Agent handling works of similar nature and complexity); and
d)Minimum average annual turnover of KSh. 170 million, calculated as total certified payments received for contracts in progress or completed, within the last Five( 5 ) years;
e)cash-flow requirement of KSh. 40Million or equivalent amount in freely convertible currency;
f) Interested firms must have been in existence and in business for over 5 years and must submit audited balance sheets or if not required by the law of the bidder’s country, other financial statements acceptable to the Employer, for the last three  years.
Bidding will be conducted through the National competitive bidding procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, Revised January 2011, and is open to all eligible bidders as defined in the guidelines.
Interested eligible bidders may obtain further information from and inspect the bidding documents from the Athi Water Services Board, at the address below during office hours from 0800 hours to 1700 hours local time from Monday to Friday, except during lunch hour(1300 hours to 1400 hours),during weekends and public holidays.
A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of KSh. 5,000 or an equivalent amount in a free convertible currency. The method of payment will be cash or bankers cheque. The Bidding Documents will be collected from the address below upon production of a purchase receipt.
All bids must be accompanied by a bid security of KSh. 1,200,000 or an equivalent amount in a freely convertible currency, and be delivered to the address below by 1200 hours East Africa time on 21st August 2013.They will be opened immediately thereafter, in the presence of bidders’ representatives,
who choose to attend, at the address below. Late bids will be rejected.
