PREQUALIFICATION
Ref.: International, open Tender for Renewable Energy Project Due Diligence consultant services under the Technical Assistance Facility of the GET FiT Uganda Program.
Project Executing Agency: Government of Uganda, represented by KfW.
Project measures: The overall objective of the consulting assignment is the optimization of the Ugandan Electricity Regulatory Authority’s (ERA) due diligence process of Renewable Energy projects in the context of Renewable Energy Feed in Tariff (REFiT) development permit and generation license application assessments and compliance monitoring. Project assessments comprise technical, financial/economical, and environmental/ social appraisal of small hydro, biomass, and bagasse project proposals.
Requested Consultant services: Economist/ (Project) Financial Analyst, Engineer, and Environmental/ Social Specialist with experience in Regulatory/ public utility training and Renewable Energy project appraisal preferably in Africa.

This prequalification for consulting services will be guided by the latest version of the “Guidelines for Assignment of Consultants in Financial Co-operation Projects” (refer to homepage of KfW Development Bank www.kfw- entwicklunasbank.de). It is foreseen to assign the services to an independent consultant firm with proven experience in the respective areas. The minimum annual turnover shall exceed EUR 0,5 Mio with comparable services.
