SPECIFIC PROCUREMENT NOTICE INVITATION FOR BIDS
(Without Prequalification)

DESCRIPTION OF WORKS
1) The works to be executed under this contract comprises of the Information Technology Systems (ITS) as part of the Renovation and Expansion of the existing terminal building at JKIA, Nairobi. The works shall be executed as a supply and install contract. The works comprise the following:
i. Server equipment and workstations
ii. Uninterrupted Power Supply (UPS) equipment
iii. Flight Information Display System (FIDS) and Baggage Information Display System (BIDS)
iv. Airport Operational Data Base (AODB)
v. Information Broker (IB)
vi. Information Kiosk (IK)
vii. Airport Recourse Management System (ARMS)
viii. Baggage Reconciliation System (BRS)
ix. IP-Telephones
x. Network Management System (NMS)
xi. Software systems
xii. Integrated commissioning of all systems including systems supplied by others.
2) Main building works for Package 2 (T4) has already been awarded.
3) This invitation for bids follows the general procurement notice for this project procurement under IBRD Loans and IDA
Credits, published in May 2004, and revised in October 2006 and May 2010.
4) The Government of the Republic of Kenya has received financing from the International Development Association (IDA),
and Kenya Airports Authority has received financing from Agence Francaise de Development (AFD) towards the cost of the Northern Corridor Transport Improvement Project, and it intends to apply part of the proceeds of this financing to payments under the contract for Information Technology Systems (ITS) for the new Passenger Terminal Building (known as T4) at JKIA, Nairobi.
The Kenya Airports Authority now invites sealed bids from eligible bidders for the supply and installation of an Information and Technology System (ITS) as described above, the delivery/construction period is 12 months.
5) Bidding will be conducted through the international competitive bidding (without prequalification) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, dated May 2004, revised October 2006 and May 2010, and is open to bidders from all countries as defined in the guidelines.
6) Interested eligible bidders may obtain further information from and inspect the bidding documents at the Kenya Airports Authority Headquarters at JKIA, 2nd floor, office of the General Manager (Engineering Services) next to NAS Building, Nairobi from 8.00 am to 5.00 pm local time, Monday to Friday except lunch time between 1.00 pm to 2.00 pm and on public holidays.
7) A complete set of bidding documents in English may be purchased by interested bidders who must meet the following key
conditions among others:
a) Minimum average annual turnover of US Dollar Twenty million (US $ 20 million) calculated as total certified payments received for contracts in progress or completed within the last five (5) years.
b) Specified construction experience in at least two (2) contracts within the last 5 years each with a value of at least US Dollar Ten million (US $ 10 Million) that have been successfully and substantially completed and that are similar to the proposed works.
c) Must demonstrate access to a cash flow of US Dollars Three million (US $ 3.0 million).
d) Must demonstrate 10 years experience in manufacturing and installation of IT Systems, such as: AODB, IB, FIDS, BIDS, IK, ARMS, BRS and NMS.
On the submission of a written application to the address below and upon payment of a non- refundable fee of Kenya shillings one thousand (Kshs. 1,000/-) only or an equivalent amount in freely convertible currency. Payment will be to the cashier on 1st floor at Kenya Airports Authority headquarters by cash or Bankers Cheque payable to the Managing Director, Kenya Airports Authority. The document will be picked by the applicant or his agent at the Procurement Office, 2nd floor of the same building on production of a payment receipt.
8) A pre-bid Site meeting will be held at 10:00 am local time on 6th September 2013 to start at the conference room, 5th floor, KAA headquarters.
9) Bids must be delivered to the address below by 10.00 am on 26th September 2013. All bids must be accompanied by a bid security of not less than; US Dollars One Hundred Thousand (US$ 100,000) or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened on the same day in the presence of bidders’ representative and anyone who chooses to attend in the conference room, 5th floor, KAA headquarters at 10:00 AM.
