Assignment Title: Technical Assistance for Monitoring and Evaluation and Preparation of Quarterly Reports for Development Partner Funded Projects of Athi Water Services Board (AWSB), Lake Victoria North Water Services Board (LVNWSB) and Coast Water Services Boards (CWSB)

The Government of Kenya has received financing from the World Bank toward the cost of the Kenya Water and Sanitation Service Improvement Project (WASSIP) Additional Financing, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) involve:

1.)  Project Monitoring and evaluation of development partner funded programs in three Water Service Board. I.e. Athi Water Service Board (AWSB), Coast Water Service Board (CWSB) and Lake Victoria North Water Services Board (LVNWSB). The programs include:

Water and Sanitation Service Improvement Project Additional Financing (WaSSIP-AF) financed by the World Bank

Northern Collector Phase 1 downstream works -Financed by French Development Agency (AFD) ,

Nairobi River Basin Rehabilitation Project (NARSIP) Funded by African Development Bank (AfDB)

Nairobi Satellite Towns Water Supply Improvement Project financed by KfW

Nairobi Water Distribution Project financed by KfW.

Specific information about each water services improvement program is in the detailed Terms of Reference.

)  Preparation of quarterly and annual project progress reports

)  Capacity building of AWSB, LVNWSB and CWSB and selected WSPs to monitor and evaluate the performance and outcomes of activities under their responsibility within the various projects that they implement and are financed by the development partners

The consultant will work with the various project teams of the development partner financed projects of the three Water Service Boards and selected Water Service Providers to strengthen their Monitoring and Evaluation systems.

The duration of services is expected to be 26 months. Staff inputs for the assignment are expected not to exceed eight (8) staff months.

The Athi Water Services Board now invites Individual Consultants to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria for the individual consultants are:

Academic qualification including masters degree preferably in Economics or project management

Experience in similar assignments, i.e. relevant experience to carry out assignments for monitoring and evaluation of donor financed projects

Expertise in similar conditions in sub-Saharan Africa

At least five years’ experience in development and undertaking monitoring and evaluation of projects financed by development partners or governments

Experience in designing and implementation of monitoring and evaluation systems and a demonstrated ability to build capacity for organizations on monitoring and evaluation.

Attention of interested consultants is drawn in paragraph 1.9 of the World Banks guidelines: Selection and Employment of Consultants (Under IBRD Loans and IDA Credits and Grants by World Bank Borrowers (“Consultant Guidelines”) of January 2011, revised 1″ July 2014 setting forth the World Bank’s policy on conflict of Interest. The individual consultant will be selected in accordance with the procedures set out in the World Bank’s Guideline for Selection and Employment of Consultants.
