Background and General Information Konza Technopolis Development Authority (KoTDA) is the implementing agency for the development of a Smart City, Konza Techno City, a flagship project under the Kenya Vision 2030. The Government plans that Konza Techno City grows into a sustainable, world-class technology hub with a vibrant mix of businesses, workers, residents and urban amenities. It is anticipated that the project will create 16,675 jobs in the medium term and over 200,000 on completion thereby positioning Kenya as a Technology hub. Scope of the Assignment The Project includes design review, design, procurement, construction and financing for the following infrastructure projects. a) Lot 1 • Development of approximately 40 km of landscaped streets (to paved standards) complete with drainage facilities and subsurface utilities, i.e. water distribution, sewage collection and treatment, landscaping of streets and parks. • Water treatment plant and storage reservoir with associated infrastructure • Wastewater Reclamation Facility and associated infrastructure b) Lot 2 • Provision and cabling of 40Km of electric power lines and 40Km of fiber optic cables (consumables) N.B. Ducts are to be provided in Lot 1 c) Lot 3 • Vertical construction of municipal buildings and public transit facilities. Invitation to Bidders In order to realize these goals, KoTDA now invites Request for Proposals from qualified, organizations that demonstrate the appropriate competence, expertise and experience to execute an EPCF contract for engineering, procurement, construction and financing of infrastructure as given in Lot 1, Lot 2 and 3 above. The financing plan should be in acceptable terms of the National Treasury. Interested eligible contractors may obtain a set of tender documents (including Bills of Quantities) from the KoTDA website www.konzacity.go.ke from Wednesday 20th July, 2016. Bidders who download the tender document from the website will be required to email their detailed contact information to procurement@konzacity.go.ke for recording, further clarifications and addenda. In addition, all addenda will also be posted on the website as they become available. Mandatory Requirements The bidders must submit the mandatory requirement, supported by relevant documents so as to be considered for further evaluation: a) Registration as Works Contractor with NCA Category 1 in all fields for local entities or equivalent for international firms; b) Company registration documents, PIN/VAT and current/valid Tax Compliance Certificates for firms/entities incorporated in Kenya or equivalent for international firms; c) Ability to mobilize financing amounting to a minimum of 200 Million US Dollars at any one given time. d) A minimum average turnover of 50 Million US Dollars in the last five (5) years; e) A summarized listing of projects completed within the last ten (10) years indicating the type and the value of the works provided and completed f) Proof of experience in undertaking similar assignments of at least two (2) design and built projects. Copies of completion certificates should be attached; g) If a joint venture or consortium, provide arrangement details for the firms or companies in the Joint Venture; h) Plant and equipment capability with ownership documents; i) CVs of key personnel proposed for the assignment; j) Provide litigation history certified by commissioner for oaths; k) Audited accounts for the last five (5) years. Pre-Bid Conference A mandatory pre-bid conference at the Konza Techno City project site is scheduled for 9th August 2016 at 10:00 am, Kenyan time. A map of the project site and office location is provided with the RFP documentation. Questions & Clarifications All questions/clarifications regarding the project or offer of submission should be sent by email to procurement@konzacity.go.ke and copied to ceo@konzacity.go.ke by 19th August, 2016 at 1700hrs local Kenyan time. No other email addresses shall be used and KoTDA shall not be liable if bidders choose to send their information and/or enquiries to other email addresses. Submissions of Proposals The technical proposal shall be sealed separately from the financial proposal. Tenderers shall submit One Original of all Proposal documents in one plain sealed envelope with the RFP Number Clearly marked “KOTDA/RFP/001/2016-2017” on the right hand side corner and bearing no indication of the bidder should be addressed to: The Chief Executive Officer Konza Technopolis Development Authority P.O. Box 30519-00100, NAIROBI. and placed in the KoTDA Tender Box on the 5th Floor of Capital West Business Centre, Westlands, so as to reach the above address not later than Friday 16th September, 2016 at 12.00pm local Kenyan time. Submitted bids will be opened publicly at the same venue shortly therafter in the presence of the tenderers or their representatives who choose to attend.
