PREQUALIFICATION OF CONTRACTORS
Construction Works Of The Galana/Kulalu Food Security Project, Tana River & Kilifi Counties, Republic Of Kenya
TENDER NO: NIB/T/083/2013-2014
1. In the Jubilee Coalition Government manifesto, agriculture and food security is one of the key agenda in the second pillar that deals with economy. In order to enhance food security, the Government undertook to put 1.0 million acres of land under modern irrigation within five years (“a green revolution”). Further, the focus of Vision 2030 involves addressing eight challenges and one of them is increasing the amount of irrigated agriculture. Kenya has immense irrigation and drainage potential which has not been fully developed.
2. As part of the fulfillment of the Jubilee Coalition Government manifesto and the promise to Kenyans, the National Government of Kenya (hereinafter referred to as “GoK”) working in close collaboration with the county Governments of Tana River and Kilifi counties has initiated the implementation of the GALANA/ KULALU FOOD SECURITY PROJECT. The intention is to develop an area of up to 1.0 million acres of the vast Galana/Kulalu Ranch which covers an area of 1.75million acres.
3. The National Irrigation Board (hereinafter referred to as “NIB”) and Agricultural Development Corporation (hereinafter referred to as “ADC”) are Government parastatals under the Ministry of Agriculture, Livestock and Fisheries and whose mandate is the development, promotion and management of all national irrigation schemes in the country and support of agricultural and livestock development in general. The two parastatals have been identified by the GoK to implement the Galana/Kulalu Food Security Project.
4. The NIB intends to prequalify contractors for the Construction Works of the Galana/Kulalu Food Security Project.
The site of the construction works is located in the Galana/Kulalu Ranch in Tana River and Kilifi counties of the Republic of Kenya.
5. The works involves construction of an irrigation project covering a gross command area of up to 1.0 million acres. This irrigation project will mainly consist of the following works;
(a) Construction of intake works;
(b) Construction of dams and reservoirs;
(c) Construction of major on-farm water storage facilities;
(d) Construction of water abstraction and conveyance infrastructure and associated works;
(e) Construction of primary irrigation infrastructure;
(f) Construction of in-field irrigation structures/systems;
(g) Construction of farm roads and access roads;
(h) Construction of airstrips
(i) Construction of offices and houses;
It is expected that the invitation to tender will be made in April/May 2014.
6. Prequalification will be conducted through prequalification procedures specified in the Public Procurement and Disposal Act 2005 and Public Procurement and Disposal Regulations 2006, 2009, 2011 and 2013, which can be found at the following website: http://www.ppoa.qo.ke/. Prequalified applicants will be invited to submit tenders through letters of invitation and issued with detailed set of tender documents.
7. Interested applicants may obtain further information from Procurement and Supplies Officer at the address below during the week days from 0900 hours to 1300hrs and from 1400hrs to 1630hrs local time; Monday to Friday except public holidays.
8. A complete set of the Prequalification Document may be viewed and/ or obtained by interested Applicant(s) free of charge from the NIB’s website: http://www.nib.or.ke/tendersfrom 10″ December 2013. Applicants who intend to submit their applications MUST promptly submit their names and contact details to: purchasina@nib.orkefor communication of any clarification(s) and addendum (s) during the prequalification process.
9. The completed and properly marked applications showing tender name and number in writing in one (1) original and two (2) copies and in English only must be delivered to the Tender Box located at the address below so as to be received on or before 1200hours local time on 21st January 2014. Electronic tendering shall not be permitted. Late applications will be rejected. Applications will be opened physically in the presence of the applicants’ representatives who choose to attend in person in the Nile Basin Board Room, NIB Compound, Lenana Road, Nairobi, Kenya at the address below immediately after submission deadline.
