LAKE VICTORIA ENVIRONMENTAL MANAGEMENT PROJECT PHASE II (LVEMPII)

REQUEST FOR EXPRESSION OF INTEREST (EOI) FOR PROVISION OF CONSULTANCY SERVICES FOR SURVEYING AND MAPPING TRANSPORT ROUTES AND PORTS IN LAKE VICTORIA

This Expression of Interest (EOI) follows the General Procurement Notice for this Project that appeared in the United Nations (UNDB) Online of 11th April, 2009.

The East African Community (EAC) has received financing from the International Development Association (IDA) acting as the implementing Agency of the Global Environmental Facility (GEF) and the Swedish International Development Cooperation Agency (SIDA) toward the cost of activities under the second phase of the Lake Victoria Environmental Management Project (LVEMP II) and intends to apply part of the proceeds of these Grants for consultancy services. The services include conducting a hydrographic survey for the Lake Victoria.

The LVEMP-II is a regional initiative implemented by the five East African Community (EAC) Partner States of Burundi, Kenya, Rwanda, Tanzania and Uganda. The Project contributes to the vision of EAC/LVBC for the Lake Victoria Basin of “a prosperous population living in a healthy and sustainably managed environment and providing equitable opportunities and benefits”. The Project is regionally coordinated by the LVBC.

Marine transport is still the cheapest means of communication for the three riparian countries of Lake Victoria, making the Lake important for transportation. The marine routes are very important for the LVB countries’ trade and economic development however, sailing directions and navigation charts of the lake are outdated. Improvement in navigation in Lake Victoria will create an enabling environment for investments in the region. In view of this the project will finance the Lake Victoria’s hydrographic survey and mapping, installation of navigation equipment and facilities and early warning system. This will contribute to (i) reduction of marine vessels accidents which are a major source of pollution; and (ii) improvement of safety of navigation for cargo, passengers and fishing vessels. The main objective of the consultancy is to survey and map transport routes and Ports in the Lake Victoria and produce charts that could be used to install navigations equipments.

The Consultant Firms should demonstrate proven experience in conducting hydrographic surveys and extensive experience in the use of recent specifications provided in; HM Operating Guidance Volume 1 UKHO Standards for Hydrographic Surveys Special Publication number 44 IHO. The work covered by this survey shall, as a minimum standard, meet the requirements of the most recent IHO ‘order 1’ standard.

Lake Victoria Basin Commission (LVBC) now invites eligible Consultants Firms to indicate their interest in providing the survey services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A Consultant will be selected in accordance with the procedures set out in the World Bank’s “Guidelines: Selection and Employment of Consultants by the World Bank Borrowers”, published in May 2004, revised in October 2006 and May, 2010. Expression of Interest must be in English and should be submitted by courier or by email to the address below. Envelops and Subject line of the email should be written “Expression of Interest for Provision of Consultancy Services to Conduct Hydrographic Survey for Lake Victoria’.

The Expression of Interest must be submitted not later than 10:00 am on 30th September 2013. Only short-listed consultants shall be issued with Request for Proposal documents.
