REQUEST FOR EXPRESSION OF INTEREST (EOI) FOR MANAGEMENT AND OPERATIONS OF RURAL WATER SYSTEMS 

SERVICE DELIVERY MODELS (SDM) IN RURAL WATER SERVICES PROVISION

Mandate and Location

Homa Bay County’s Ministry of Water Services & Environment, hereafter called “the Ministry” was established in accordance with the Constitution of Kenya 2010 and the County Governments Act 2012. The Department has a mandate of providing clean, safe water and sanitation services in the 8 sub-counties found within Homa Bay County; Kasipul, Kasipul Kabondo, North Rachuonyo, Rangwe, Homabay, Mbita, Ndhiwa and Suba.

Purpose of the Expression of Interest (EOI)

Homa Bay County’s Ministry of Water Services & Environment is making necessary preparation to improve sustainability of rural water services provision. The Ministry intends to achieve this by engaging Private Firms as Operators (POs), to various water systems within the county, with an aim of improving effectiveness and efficiency in the management of the water schemes. The department is open to engage capable and interested Firms and Individuals in various forms of Service Delivery Models arrangements in Left bank Rural Water Supply (RWS) in Kasipul Kabondo, Mawego, Kanyaluo and Miti Mbili RWS in North Rachuonyo, Magare and Kobar RWS in Homabay, Ndhiwa RWS in Ndhiwa and Magunga RWS in Suba sub-counties respectively.

Scope

The Ministry invites qualified, competent and experienced firms/organization and individuals to submit their EOls for engagement under the following possible service delivery models; Private Operator, Lease Operator, Delegated Management, O&M service contracts, Co-Management Contracts

Technical details of the rural water schemes will be availed to short-listed firms meeting the eligibility criteria as outlined on this call.

The qualified firms/organization and individual are expected to undergo the following task:

Get into tripartite contractual arrangement with the County Water Department and community water management committees for Operation of the designated water supply system

Develop a business and investment plan for the operation, maintenance, and service/enterprise performance, monitoring of the designated water supply system in conjunction with the community water management committees

Operate the designated water supply system under the licensing conditions of the contract agreed to under task (i)

Generate revenue from the sale of water for operations and maintenance

Undertake medium capital expenditure (CapEx) and operational expenditure (OpEx) investment into the project with a view to recouping all investments through revenue generated from the sale of water over a period of time

Eligibility Criteria

The Minimum qualification shall be:-

Legally established: Need to submit legal status of the firm

Copy of certificate of registration in Kenya and Business permit

Copy of the PIN-Code registration

KRA compliance certificate

Existence/operation of the firm for the last 2years

Documentary evidence of business experience in the water services or other kinds of enterprise management

Documentary evidence of the financial capacity

Commitment to engage in Public Private Partnership
