The Nile Basin Initiative/Nile Equatorial Lakes Subsidiary Action Program has received financing from the EU African Infrastructure Trust Fund through the African Development Bank toward the cost of consultancy services to undertake two studies under the Interconnection of Electric Grids of Nile Equatorial Lakes (NEL) Countries project. The studies will cover six (6) NEL countries – Burundi, Democratic Republic of Congo (DRC), Kenya, Rwanda, Tanzania and Uganda being interconnected at 400,220 and 110 kV. The studies are crucial for the physical and commercial operationalization of the NEL integrated grid system.
Power Systems Analysis of the Interconnection of Electric Grids of NEL Countries
The overall objective of this study is to assess the current and future network behaviour. The tasks to be carried out as part of the assignment will include but not limited to the following:
Review of all previous and current study reports pertaining to the NEL countries..
Data collection and analysis under different scenarios and time horizons.
Examination of technical characteristics under steady state operation and dynamic states through scenario simulations and determination of system losses and optimal power flows.
Determine all necessary systems upgrade required and undertake a cost estimate of all the equipment required
Development of Regional Guidelines
The consultant will provide technical and commercial trading platform including the interim market design regulation, administration, structure, operation and development of the regional interconnection prior to the operation of the East African Power Pool, taking into consideration the level of the energy reform in individual countries and the facilities and tools available to facilitate trading. The transaction platform for the operation of the interconnected power system, will in effect be through the following legal and/or commercial instruments: t
Interconnection Tariff (IT) which is a regulatory document that will provide standards for the interconnection including access network regimes
Power Exchange Agreements (PEA), that will allow power purchase (power purchase agreement (PPA) and power sales (PSA) as applicable and
c) Wheeling Charges Agreements that will allow countries to wheel power through networks that belong to other countries beyond their borders.
The Nile Equatorial Subsidiary Action Program Coordination Unit (NELSAP-CU) now invites eligible consultants to indicate their interest in providing either one or both of these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” [May 2008 Edition, revised July 2012], which is available on the Bank’s website at http:/Avww.afdb. org. Further, consulting firms from (i) Member States of the EU that are not Member States of the AfDB^ and (ii) African, Caribbean and Pacific (ACP) States which are not Member States of the Bank, but are signatories of the Partnership Agreement of the European Community and its Member States signed on June 23,2000 as amended, are also eligible.
