TENDER NOTICE FOR INTERNATIONAL COMPETITIVE BIDDING

The Kenya Urban Roads Authority (KURA) is a State Corporation in the Ministry of Transport, Infrastructure, Housing and Urban Development (MOTIHUD); established under Kenya Roads Act, 2007 with the core mandate of management, development, rehabilitation and maintenance of all public Roads in Cities and Municipalities in Kenya except where those roads are National Roads.

The Authority invites bids from eligible construction companies registered with the National Construction Authority (NCA) or equivalent for foreign firms in the category as tabulated below for DUALLING OF NGONG ROAD (DAGORETTI CORNER – KAREN ROUNDABOUT SECTION): TENDER No.: KURA/DEV/307/2016-2017 to be funded through (GOK) DEVELOPMENT BUDGET.

TENDER DESCRIPTION.:  DUALLING  OF  NGONG  ROAD (DAGORETTI CORNER – KAREN ROUNDABOUT SECTION)

CATEGORY (NCA).:  1 or Equivalent for foreign Firms

Bidders may examine and obtain detailed tender documents during normal working-hours, from Procurement Office, Kenya Urban Roads Authority (KURA), 4th Floor, I KM Place on 5th Ngong Avenue upon payment of a non-refundable fee of Kshs. 1,000 (Kenya Shillings One Thousand Only) for each document in form of a Bankers Cheque payable to the Kenya Urban Roads Authority. The same information may be accessed in our website at www.kura.go.ke/ tenders. Bidders who will have purchased documents will be required to attach a copy of an official receipt as proof of payment For those who will download the document, they will be required to provide their details by registering at the procurement office immediately after the site visit and before submitting the documents.

Qualification for Tendering (Mandatory)

The bidders are expected to include certified copies of each of the following:-

Certified Copy of Certificate of incorporation or Equivalent for foreign firms;

Certified Copy of valid Registration Certificate from National Construction Authority (NCA l)or Equivalent for foreign firms;

Copy of Valid Tax Compliance Certificate or Equivalent for foreign firms (Will be verified on the KRA TCC Checker) for Local Firms;

Certified copy of CR 12 form from register of companies (Recent within 12 months) or Equivalent for foreign firms;

Bidders shall serialize all pages for each tender document submitted; failure to which the bidder shall be disqualified.

Foreign firms to submit an undertaking that at least 40% of the materials to be used in the construction will be sourced Locally;

Note:

The certification of documents shall be original and executed by a Commissioner for Oaths

Bidders with history of non-performance in KURA e.g. failure to complete the projects within the contract period, termination of contract or having been issued with a notice of termination will be disqualified

Bidders who submit forged documents shall be disqualified and debarred from bidding.

To enhance equity Bidders with ongoing works for KURA are ineligible to bid.

Description of Works

The description and scope of works is as described in the tender document.

Mandatory Bidders’ site visit/meeting shall be held on 22nd March 2017 at 10.00 AM starting at Kenya Urban Roads Authority (KURA), Boardroom 3th Floor, IKM Place on 5th Ngong Avenue.

Every Bidder shall be represented by a technical person with Civil Engineering background; who should come with a copy of National Identification card or passport, an introduction letter from the bidder and a copy of academic certificate. The letter shall be in the official company letter head giving name and ID/Passport No. of the representative who shall be required to present their original identification during the pre-tender site visit/meeting.

Prices quoted should include all taxes and must be expressed in Kenya Shillings and shall remain valid for a period of 120 days from the date of tender opening.

Completed tender documents enclosed in separate plain sealed envelopes and clearly marked with the respective Tender Number and Tender Name should be addressed and sent to:

Tenders will be opened immediately thereafter on the 3rd Floor IKM Place in the presence of tenderers or their representatives who choose to attend. Late bids will not be accepted.
