The Government of jKenya has received support from the African Capacity Building Foundation (ACBF) through the Kenya Institute for Public Policy Research and Analysis (KIPPRA) towards conducting a capacity needs assessment and designing a programme that will strengthen Kenya’s agribusiness sector and its enabling environment. The African Capacity Building Foundation (ACBF), Africa’s premier capacity-building institution, is an international organization established in 1991 as an outcome of the partnership between African governments and the international donor community to build sustainable human and institutional capacity for poverty reduction in Africa. The Kenya Institute for Public Policy Research and Analysis (KIPPRA) is an autonomous public institute that was established in May 1997 with a mission of providing quality public policy advice to the Government of Kenya and other stakeholders by conducting objective research and through capacity building in order to contribute to the achievement of national development goals. The Consultancy will be managed and coordinated by KIPPRA.
2.0 Objectives of the Assignment:
A country capacity proof, a situation analysis of existing capacity where an assessment determiner capacity gaps by comparing desired capacities against existing capacity. The consultancy is to provide professional and technical support to the Government through KIPnRA by undertaking a comprehensive review of Government’s capacity for improved agribusiness sector and design a high quality project proposal in a manner that fully address the above context.
3.0 Request for Expression of Interest:
KIPPRA now invites eligible and qualified Consultancy Firms to express their interest (EOI) in providing these services. Interested consultancy firms must provide information indicating that they are qualified to perform the services, giving a description of similar assignments undertaken and technical capability of the firm’s principals or directors, etc. They should have a proven track record in capacity profile, development and capacity needs assessment in agribusiness or related areas.
Interested firms must provide information indicating:
Detailed company profile and physical address;
Copies of certificate of registration or incorporation;
Current single business permit OR exemption letter;
Current tax compliance certificate; and
Description of at least three (3) similar assignments undertaken, including a client list and contact persons and telephone numbers.
The Consultancy Team should comprise a team leader and at least 2 members with relevant skills and expertise.
Consultants are advised to send only the expression of interest without including the Technical and Financial Proposals.
4.0 Selection of Consulting Firm:
A firm will be selected to submit a detail technical and financial proposal in accordance with the Selection Based on the Consultants’ Qualifications Selection (CQS) method set out in the Procurement Guidelines for ACBF Grant Recipients (July 2011) available on the ACBF website www.acbf-pact.org.
5.0 Submission of Expression on interest:
The completed expression of interest clearly marked “Expression of Interest for Capacity Needs Assessment and Project Document Preparation” must be submitted as hard copies at the address below on or before 1100 hours local time 3rd July, 2015.
