The Government of the Republic of Kenya has received a loan from the African Development Fund (ADF), to finance the Mombasa –Nairobi –Addis Ababa Road Corridor Development Project Phase III: Upgrading of Turbi –Moyale Road (A2) Section and intends to apply part of the proceeds of this loan to payments under the Contracts for the following components of Consultancy Services:
Trade and Transport Facilitation: the Consultancy Services to be undertaken pertains to provision of assistance with design of operational aspects of Road Transport Service Agreement (RTSA) and the One Stop Boarder Post (OSBP), reviewing and recommending changes in regulations and procedures that are needed for the implementation of the agreement in consultation with public and private sector stakeholders. Establishing the specific operating principles for the OSBP at Moyale and provide assistance in developing the OSBP procedures and the overall corridor transit system.
Designing simplified procedures and efficient coordination of border agencies into a fast, seamless clearance process and assessing the need for trade facilitation measures and policies and assist in drafting.
Performance Monitoring: the Consultancy Services to be undertaken includes provision of assistance in management, coordination and reporting of the overall implementation of the Project; Reviewing the monthly progress and quarterly reports, explanations on stoppages or delays, measures necessary to avoid any future delays; and indication of measures required to recover any lost time in the implementation of the Project; and any adverse environmental and social impacts that occur during implementation, corrective measures taken to remedy these impacts, and the steps taken to avoid their recurrence, as required.
Assist KeNHA in developing a system for project performance monitoring (PPM) in accordance with African Development Bank’s Project Performance Management System Handbook, to be integrated in KeNHA’s management information system; assistance in monitoring Project performance based on PPM; and incorporation of findings and supporting data in the project completion report.
The Kenya National Highways Authority, KeNHA, being an authorized agent of the Government of the Republic of Kenya now invites eligible consulting firms to indicate their interest in providing the above services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.)
