Kakamega County is developing a Geographic Information System policy intended to institutionalise the use of spatial information across county functions.
According to the county, the policy will cover land administration, public-land management, physical planning, development control, infrastructure, natural resources, service delivery and evidence-based decision-making.
The initiative followed technical engagement earlier in 2026 and a drafting session held between 6 and 10 July. The county announced the latest validation stage on 14 August.
Validation is not final adoption. The process nevertheless provides an opportunity to examine what separates a sustainable county GIS from another technology platform launched with impressive maps but little continuing institutional value.
GIS is more than a mapping department
A geographic information system joins location to information.
A road layer can show surface type, width, drainage, condition and maintenance history. A water layer can connect pipes, valves, meters and reservoirs. Land records can show parcels, planning permissions and development restrictions. Health data can be related to population and travel time to facilities.
The principal advantage is not visualisation alone. It is the ability to examine relationships that would remain hidden in separate departmental records.
A county planning a health centre, for example, can compare population density, road access, existing facilities, flood risk and land ownership. A drainage intervention can be prioritised using terrain, settlement growth, historic flooding and road-condition data.
But this only works when datasets are accurate, compatible and routinely updated.
One county can contain several versions of the same road
Different departments and contractors frequently collect spatial information for individual projects. Roads may be identified differently in engineering, finance and public-participation records. Coordinates may use different reference systems. Asset names may change between datasets.
The result is duplication and disagreement.
Kakamega’s policy should establish an authoritative base map and common data standards. Each important dataset needs a designated custodian responsible for accuracy, updates and access permissions.
A central GIS unit can coordinate standards, but it should not become the only department capable of updating the system. Roads engineers should maintain road-condition information; health officers should validate facility information; land and planning teams should manage their respective datasets.
The GIS unit should provide governance and integration—not become a bottleneck.
Data age should be visible
A polished map can conceal obsolete information.
Every dataset should carry metadata recording who created it, when it was updated, the method used, its accuracy and any restrictions on use. Users should be able to distinguish surveyed infrastructure from approximate coordinates collected using consumer phones.
This is especially important for engineering and land decisions. A map appropriate for regional planning may not be sufficiently accurate to define a property boundary or locate an underground utility before excavation.
The policy should therefore establish fitness-for-purpose rules. Not all spatial data is survey data, and not every map is evidence of legal ownership.
Development control offers an immediate test
Kakamega can demonstrate the policy’s value through development-control workflows.
Planning applications could be checked against zoning, road reserves, riparian land, public assets and environmental constraints. Approved developments could then update the county’s record rather than disappearing into physical files.
This would improve consistency and help identify developments undertaken without approval.
However, digital development control must include transparent decision rules and audit trails. GIS should inform professional judgement, not become an unexplained system that automatically approves or rejects applications.
Public access to selected planning information can also reduce uncertainty for landowners and investors, although personal data and security-sensitive infrastructure must be protected.
Infrastructure planning requires asset identifiers
For GIS to support roads, drainage, street lighting or water services, each asset needs a persistent identifier.
A road segment, culvert, bridge or public building should be traceable through planning, procurement, construction, inspection and maintenance. Project names alone are unreliable because similar names recur and administrative boundaries change.
Linking GIS to asset-management and financial systems would allow Kakamega to ask useful questions:
- Which roads have received repeated repairs?
- Which bridges lack recent inspections?
- Where do drainage failures overlap with expanding settlements?
- Which public facilities are beyond reasonable travel time for residents?
- Which projects shown as complete have verified geographic evidence?
- Where are utilities repeatedly damaged during roadworks?
These are management questions, not merely mapping exercises.
Drones and satellite imagery need governance too
Counties increasingly use drones and high-resolution imagery for planning, construction monitoring and land administration.
Kakamega’s policy should define procurement standards, accuracy requirements, data ownership, privacy protection and retention. Contractors should deliver raw data, processed outputs, metadata and reusable formats—not only printed maps or proprietary online viewers.
Drone operations must also comply with national aviation and data-protection requirements.
Repeated imagery can help monitor urban expansion, vegetation loss, construction progress and encroachment. Its value comes from comparable surveys conducted to consistent standards over time.
Public access can improve the dataset
A county GIS does not need to expose every record. However, publishing non-sensitive information through an open portal can improve accountability and allow residents to report errors.
Road networks, public facilities, planning zones, development projects and environmental information may all have public value.
Feedback mechanisms should distinguish between a resident report and verified official data. A citizen can flag a missing road or failed culvert, but the responsible department must confirm the information before it becomes authoritative.
Procurement should protect institutional memory
GIS programmes often become dependent on one software supplier or consultant. When licences expire or contracts end, access and technical capacity deteriorate.
Kakamega should require data export in documented, non-proprietary formats, clear ownership of information produced with public funds and knowledge transfer to county staff.
The total cost of ownership should include imagery updates, cloud or server infrastructure, licences, security, staff development, equipment replacement and long-term technical support.
Open-source tools may reduce licensing costs but do not eliminate the need for skilled personnel and governance. Proprietary systems may provide strong support and specialised capabilities but should not imprison the county’s data.
Kakamega’s proposed GIS policy can make spatial information part of the county’s operating infrastructure. Its success will not be measured by how impressive the first portal looks.
It will be measured by whether engineers, planners, land officers and the public can trust the data; whether it is still being updated several years later; and whether better maps produce better decisions on the ground.
