Consultancy Services For The Project Management And Supervision Of The Lamu-Kitui-Nairobi East (520km) And Dongo Kundu – Mariakani (50km) Double Circuit 400kv Transmission Lines Ano Substations

1. BACKGROUND

The Government of Kenya has rolled out plans to add more than 5000MW of Electrical Energy to the national grid by the year 2016. The Kenya Electricity Transmission Company Limited (KETRACO) therefore intends to construct various transmission lines to evacuate this power and strengthen the national grid. These transmission lines include the following two projects:

a) 50Km, Dongo Kundu – Mariakani line to evacuate 700 – 800MW of power from the proposed Liquefied Natural Gas/Compressed Natural Gas plant at Dongo Kundu, Mombasa.

b) 520Km, Lamu – Kitui – Nairobi East line to evacuate 900 – 1000MW of power at Lamu and 900 -1000MW at Mui basin, Kitui. Both Plants will be Coal powered.

2. OBJECTIVE Of CONSULTANCY

The Consultant shall be the project manager and the scope of services includes: Engineering Services for Project Management, Supervision and Commissioning of the two Projects, including assistance for the implementation of Environmental Social Management Plan (ESMP). The construction works include the following:

1.Lamu-Kitui-Nairobi East Transmission Line Project (subject to review)

a. Lot A: Construct 130 Km of 400kV double circuit overhead transmission line from Lamu – Hol3.

b. Lot B: Construct 220km of 400kV double circuit overhead transmission line from Hola – Kitui.

c. Lot C: Construct 170km of 400kV double circuit overhead transmission line from Kitui – Nairobi East.

d. Lot D: Construct 400/220kV substations at Lamu, Kitui and Nairobi East.

2.Dongo-Kundu – Mariakani Transmission Line Project (subject to review)

a. Lot 1: Construct 50 Km of 400kV double circuit overhead transmission line from Dongo Kundu -Mariakani

b. Lot 2: Construct 400kV line bays at Dongo Kundu and Construct 400kV incoming line bays at Mariakani

3. REQUIREMENTS

KETRACO now invites eligible consultants to submit Proposals for providing the consultancy services. Interested consultants must provide relevant information and documents, as specified in the Request for Proposal Document, indicating that they are qualified to perform the services.

Interested consultants must demonstrate technical capability to undertake the assignment and MUST provide proof of having conducted assignments of similar nature and magnitude and under similar conditions in line with the criteria set in the Request for Proposal. Foreign Consulting firms that wish to participate in this tender MUST be in at least 30% partnership/joint venture with competent Kenyan owned firms.
