EXPRESSION OF INTEREST (EOI) FOR REPAIR OF FAULTY TRANSFORMERS

The Kenya Power and Lighting Company is a Limited Liability Company, registered under the Companies Act of the laws of Kenya. Kenya Power is the national transmitter, distributor and supplier of electricity in Kenya and owns and operates the Kenyan Interconnected power transmission and distribution network.

Purpose

Kenya Power has approximately 10,000 faulty transformers currently and seeks to procure faulty Transformers repair services to supplement Kenya Power’s in house repair capacity.

Scope of Works

Repair work shall be determined by the type of failure. The following items need to be examined;

1.        Tank – conservator, main tank, cooling fins, flanges, gaskets, and valves are inspected for leakage and corrosion.
2.        Bushings – Bushing insulators, gaskets, arcing horn and connection terminals.

3.        Tap Changer – contact points are inspected for excessive sparking.
4.        Windings – extra care is required to make sure that the winding is not damaged. The core is inspected for deformation, sparking and

                 corrosion.

      5.        Pressure relief valve/diaphragm.

6.        Replacement of LT coils shall be only that of damaged leg and not of the complete set of three legs.

7.        Since the insulating materials are most sensitive to failure therefore REPAIRER shall replace them if moderate of high level of flashover or breakdown has occurred.

8.        Miscellaneous items not specified above but if required for repairs and satisfactory of the transformers after repairs shall be provided by the REPAIRER at the fixed market rate. These items may include cover bolts, caps, screws, washers, insulating materials, operating wheel/lever of oil cock/valve etc.

9.        All metallic surface exposed to the weather of all repaired transformer shall be given one suitable prime coat after de-rusting and degreasing and then two coats of best paint of Gray color of quantity conforming to relevant BS 380C.

Eligibility Criteria

Prospective firms are required to fulfill the following criteria:-

1.       Have adequate facility to repair & test distribution transformer and are willing to offer repair services in Kenya and have repaired a minimum of 200 nos. distribution transformers in the last 2 years i.e. 2011 and 2012 for any Power utility engaged in business of distribution of electricity.

Documentary proof for the above has to be invariably enclosed failing which the offer shall be liable for rejection.

     2.       Provide the following documents:

a)         Certificate of Incorporation.

b)         ISO 9001 2008 certified/KEBS certification.

c)         Audited financial report for the last 18 months.

     3.       Time is of essence.

Provide a proposal on how you intend to repair and test the 10,000 distribution transformers giving your implementation plan and expected monthly repair capacity.

Clarifications

The interested parties may request for clarifications on the Expression of Interest up to seven days before the EOI submission date. Any request for clarification must be sent on electronic mail to:

The EOI in plain sealed envelopes clearly marked “EOI FOR REPAIR OF FAULTY TRANSFORMERS”

So as to be received not later than 10.00 a.m. on 24th September, 2013.

Tenders will be opened promptly after closing and Bidders or their representatives are welcome to witness the opening in the Stima Plaza Auditorium.

Save when responding to Kenya Power’s request for a clarification, bidders shall not contact or discuss any aspect of their tenders with Kenya Power after tender closing date before receipt of notification of award of tenders or letters of regret, as applicable. Any such contact shall lead to disqualification of the tenderer.
