CALL FOR PROPOSALS FOR CONSULTANCY SERVICES

TENDER NO. KWAHO/HRBA-CRM/002/07-13

Kenya Water for Health Organization (KWAHO) in partnership with ACT! and in collaboration with Water resources Management Authority-Lake Victoria North Water catchment area, is implementing a Water Governance project under Changieni Rasili Mali facility, known as Promoting sustainable governance in the water sector water through Human Rights Based Approach (HRBA) in Bungoma and Elgeyo Marakwet counties. The project aims at complementing the ongoing national reforms agenda, specifically the pro-poor objectives of the reforms through empowerment of community level actors especially marginalized groups in governance management and utilization of natural resources for improved right to water situations and equity in the provision of the sector service. KWAHO wishes to engage a consultant (s) for the following assignment:

Assignment: Development of a Standard Data Collection Tool for Water Resources, Water Supply and Sanitation in Bungoma and Elgeyo Marakwet Counties.
Duration: 30 Days
Scope of the Work

i)   Review the existing data collection tools for water resource, water supply and sanitation in Lake Victoria North Water Catchment Area and especially in Bungoma and Elgeyo Marakwet Counties
ii)Guided by the criteria of the right to water namely; sufficiency, accessibility, safety and affordability, assess the existing data collection tools for water resources and water supply services with consideration to sanitation.
iii)Based on the findings of the review and also in reference to other international practices, propose a user friendly standardized data collection tool for water resource and water supply services.
iv)Test the proposed human rights based approach data collection tool in Lake Victoria North Catchment Area, specifically in Bungoma and Elgeyo Marakwet Counties to establish the applicability. Share the proposed tool with selected Key stakeholders.
v)Refine the tested data collection tool.

Minimum Qualifications

•  Master’s Degree in development studies, natural resource management or any related other field.
•  At least 3years experience in water resource management and knowledge of the water sector reforms in Kenya
•  Knowledge of Rights Based Approach to programming
•  Previous experience in development of data collection tools
•  Excellent writing andcommunication skills

Consultant (s) must submit three copies of the following:

1.   Technical Proposal: Outlining the approach to be undertaken.

2.   The proposals should be submitted to the address below before the 24th July, 2013 at 12:00 Noon. They will be opened soon after at the same place, in the presence of the tenderers who wish to attend or their representatives.
