REA/2012-2013/EOI/069: EXPRESSIONS OF INTEREST; CONSULTANCY SERVICES FOR DESIGN AND IMPLEMENTATION OF OFF – GRID ELECTRIFICATION PROJECTS
The government of Kenya has received financing from the Word Bank towards the cost of the Kenya Electricity Expansion Projects. And intends to apply part of the proceeds for construction of off-grid stations with reticulation.
The assignment requirements an experienced consultant with comprehensive skills and experience in rural development. The renewable energy, small scale power stations and optimized / low cost reticulation.
Consultants require showing that they have the qualifications and capacity to undertake all aspects of the assignment. These will be independently evaluated. Consultants may associate to enhance their qualifications.
In particular, the consultants will be required to carry out the following work:
1. Design of off-grid sites in Kenya
REA wishes to build off-grid power stations with the greatest possible contributions from renewable energy at a viable cost I Keya. Towards this goal, the following tasks need to be addressed by a suitably qualified consultant.
· Training and capacity of REA staff and selected stakeholders
· Collecting and analyzing required data allowing for the design and construction of the sites
· Detailed design of hybrid power stations and associated reticulation for the selected sites
· Design operation and management plan for each off grid site
· Conduct economic and financial analysis of the proposed investments for eh sites
· Conduct environmental and social impact preliminary scoping analysis of the proposed investments at the selected locations.
· Assist the employer with all aspects of procuring a contractor for the construction of selected off – grid sites.
2. Supervision of the construction doff grid sites
Rural Electrification Authority now invites eligible during the construction phase of the selected sites.
Rural electrification Authority now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (Brochures, description, of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.)
A consultant will be selected in accordance with the Procedures set out in the World Banks Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004 revised 2006 and May 2010).
