PROVISION OF TRANSPORT ADVISORY CONSULTANCY SERVICES FOR SOUTH NYANZA SUGAR COMPANY

1.Background

South Nyanza Sugar Company Limited is a leading Government owned miller of sugarcane in Kenya situated 160 Kms South of Kisumu City. The company is reviewing its strategy with an aim of improving on efficiency.

To achieve this, Sony sugar wishes to procure advisory services from competent consultants with experience in transportation study, transport logistics and modeling for its fleet in the areas of sugar, labour and sugar cane

2.Objective of the Assignment

The objective of the consultancy is to provide the required Advisory Services to Sonysugar to help optimize its transport processes.

3.Scope of Work

The Scope of Work in this assignment shall include provision of a range of advisory services in the following areas:

a) Sugarcane transportation

• Examine and review current system.

• Identify weak linkages and propose systems that will enable us cover 52 locations while achieving optimal performance to support the plant

b) Labour Transport

• Assess current systems and advice on optimal use including but not limited to options of outsourcing, lease or hire

c) Sugar transport

• Review existing systems and advice on optimal framework for enhanced distribution to cover countrywide network

4.Criteria

1.0 Background to the consultancy assignment

South Nyanza Sugar Company is an agro-based manufacturing state Corporation operating in the sugar industry where it is a major player. Its mission is to manufacture high quality sugar and associated products by utilizing leading edge technology and investing in its people to deliver superior customer value, maximize shareholders returns and satisfy other stakeholders’ interests. Further, besides its own strategic fleet of cane transport and land development units, the company contracts firms and individuals with capacity to provide cane haulage and land development services. The company also has a number of entities that supply different inputs e.g. fertilizer, process chemicals and services. On the distribution side, the company has networks and customers across the country with regional offices in Nairobi and Kisumu.

2.0 Objective of the Assignment.

Sonysugar seeks the services of a competent and experienced consultant to conduct an integrated business value chain analysis.

3.0 Scope of Work

I. To carry out a review and mapping of the business value chain.

II. To break down the business value chain into distinct value adding activities and processes, evaluate them and determine their strategic advantages and disadvantages in providing competitive edge to the business.

III.To conduct a vertical linkage analysis in order to determine the business relationships with external suppliers and customers and determine opportunities for sustainable competitive advantage

IV.To analyze and define the value chain governance framework.

South Nyanza Sugar Company Limited (Sonysugar) is a leading public corporation sugar milling company in Kenya and is mandated to, among other functions, produce and market sugar and associated products. The company intends to engage the services of a Consultant(s) to carry out a study on sugarcane production and supply within the cane growing belt that serves as a catchment for sourcing raw material for its operations. The core objective of the study is to establish and quantify the optimal potential in terms of land area and establish the interventions necessary to realize the potential in sugar cane production and supply

The availability and supply of sugar cane on a sustainable basis is key to SonySugar’s long term strategies.

Objectives of the assignment;

The main objective of this assignment is to carry out a study encompassing Agronomy; Soil and Infrastructure requirements in a defined cane area proposed for sugarcane production to assess and determine the requirements to sustain the sugar cane requirements for the optimized factory.

Terms of Reference (TOR)

1.The first stage of the study will be to perform a detailed due diligence of the company sugarcane production and supply operations, the existing area under cane and map out land use in the proposed sugarcane belt. This will require interaction with process owners at all levels, the determination of most appropriate approach to realize the objectives as per the specifications in this RFP document.

2.The second stage will be to determine among others details on suitability and sustainability of existing caneable area in the next ten years; identified potential areas for expansion in cane growing; soil analysis (chemical and physical),classification and mapping of existing and identified areas, alternative options/technologies to be employed in cane growing in identified areas; manpower, infrastructure and machinery requirements; implementation methodology and schedule; budget estimates for project establishment and maintenance and a SWOT analysis of the recommendations in relation to implementation of the proposed plan phases vis-a-vis competition from different economic activities, legal and policy framework, industry and regional economic projections.

B.Use available or any Secondary Rainfall Data (consider amounts and distribution) in (A) to determine the extent of land area available that is suitable for cane growing in the given Administrative Divisions

C.Determine the required infrastructure (roads & bridges) and approximate costs. Propose an appropriate transport strategy

D.Determine the extent of field clearance required and approximate costs.

E.Determine the extent of Drainage requirements and approximate costs.
