Assignment Title: Programme Manager for OBA, 2 years contract, renewable

The Government of Kenya has received financing from the World Bank toward the cost of the Kenya Urban Water and Sanitation OBA Fund for Low Income Areas, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include establishment and managing of the Output Based Aid (OBA) Fund and to achieve the indicative target outputs through proposals prepared by WSPs and initially financed by local commercial financial institutions. Under the OBA Programme, Water Services Providers (WSPs) apply for loans from commercial banks for water and sanitation investments in poor urban areas and receive a subsidy grant from WSTF on completion and attainment of deliverables. Among other duties, the Programme Manager will:

Assist WSTF in establishing the Output Based Aid Programme

Coordinate the collaboration and harmonisation between the Aid on Delivery and Output Based Aid, collectively referred to as Result Based Aid.

Assist the WSPs to identify their need for technical assistance

Manage the OBA subsidy and the Result Based Aid facility

Oversee the procurement and manage the contract of the Independent Verification Agent and other consultants as necessary

The contract period is 2 years renewable

The Water Services Trust Fund (WSTF) now invites individual eligible Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

ii     Masters Degree in finance, development or relevant field

 

At least 7 years of managerial and general experience in relevant fields. Bank/finance/SME lending and water sector experience preferred.

Holder of CPA(K) and Member of a professional body as an added advantage

Experience working on projects financed through international development institutions and/or with international consulting firms is an added advantage.

The attention of interested Individual Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines, Sections I and IV: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011 “Consultant Guidelines” setting forth the Worid Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out in the Consultant Guidelines.
