This request for Expression of Interest follows the General Procurement Notice (GPN) for the Kenya IFPPP project that appeared in United Nation Development Business No. WB3876-07/13 of July 2013.

The Government of Kenya (GoK) has received financing from the World Bank towards the cost of the Infrastructure Finance and Public Private Partnerships Project (IFPPP) whose overall development objective is to increase private investment in the Kenyan infrastructure market by improving the enabling environment to generate a pipeline of bankable PPP projects. It is intended that part of the proceeds of this credit be applied to eligible payments under the contracts for provision of the two (2) Consultancy services below and are for a period of twenty four (24) months each.

OBJECTIVE

The objective of these two (2) assignments is to provide advisory services to the Ministry of Transport and Infrastructure and Kenya Airports Authority/Kenya Ports Authority on key aspects of Airports/Ports PPP project preparation and negotiations respectively.

SCOPE OF WORK

It is expected that each Advisor will provide a range of advisory services to the Kenya Airports Authority (KAA)/Kenya Ports Authority (KPA) coordinated with the PPP node within the Ministry of Transport and Infrastructure and its advisory team under the following areas:

Conduct a sectoral diagnostics of the airports/ports sector and recommend a likely master plan of developing the airports/ports through PPPs respectively

Development of a PPP strategy in the airports/ports sector:

o The consultant will assist the respective MoTI and KAA/KPA to think through a strategy for implementing the PPP Airports/ PPP Ports, PPP project identification, ranking and selection, setting up the PPP capacity including PPP nodes and project teams for each project, and the coordination of MoT! (KAA/KPA) efforts for each project with other stakeholders (Govt and private sector);.

c Review of various airports/ports PPP opportunities , assess the studies currently available, identify additional data needed and help to identify PPP structures that will provide value for money; and

o   Assist and advise the KAA/KPA on hiring additional support for management of the Airports/ Ports PPP program, including through a management contract. Hi.     Development of Transaction Advisor (T-Ad) Terms of References (TORs), Contract Negotiation and Management;

Development of Stakeholder Communication Strategy and Implementation;

Development and implementation of Safeguards Strategies to address social and environmental issues related to transactions;

Development and implementation of Investor Conferences and Project/portfolio Road Shows;

Assess the capacity requirements of the Airports/Ports sector and prepare an implementation program

The National Treasury (the Client) through its Project Implementation Unit (PIU) now invites eligible indi­vidual consultants to express their interest in providing all the services as either Airports or Ports Advisor. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Consultants should provide their most recent profiles show­ing their experience, qualifications, capabilities, references and details of past experience especially in the area of their expertise etc The shortlisting criteria are; (a) Qualification: A university degree is mandatory. Post graduate qualification in any related field will be an added advantage; (b) Minimum experience of 10 years in PPP Project Management with at least 5 years hands-on experience in the Airports/Ports sector PPPs especially working on the public sector side; (c) Ability to build capacity in the Airports/Ports sector; (d) Demonstrate experience in working/consulting for developing countries, (e) Fluency in spoken and written English.

The expression of interest is also open to interested firms who may wish to propose individual consultants. In such cases, only the experience and qualifications of the individuals proposed shall be taken into ac­count in the selection process and not the firm’s corporate experience. Consequently, the ensuing contract agreement will be signed directly with the successful individual.

The attention of interested consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers published in January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. A consultant will be selected in accordance with the procedures for selection of individual consul­tants set out in the Consultant Guidelines.
