The Government of Kenya has received financing from the International Development Association (IDA) toward the cost of the Water and Sanitation Service Improvement Project-Additional Financing (WaSSIP-AF), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include:

Establish feasible water supply zones (District Metered Areas-DMAs) for all the WSPs except Mowasco (Mowasco is currently undertaking Zoning of its coverage area) using the distribution lines and water pressure as indicators. The consultant will advise on the best positioning of the Zonal meters to serve each DMA to improve billing efficiency.

Use a water balance standard IWA approach to establish a baseline non-revenue water data for each pre-determined water supply zone (DMAs) of all the WSPs and establish a water audit system in such away so as to be able to account efficiently and accurately for all water produced or lost (NRW).

Develop a program to ensure that all the customers served in each WSP are 100% metered.

Establish, promote, institutionalize and assist in implementing Water Demand Management and Water Conservation/saving best standard practical approaches to control and reduce the NRW in all 8 WSPs as much as possible while using the available resources.

Carry out a detailed diagnosis of technical conditions of the 8 WSPs, make recommendations to eliminate the weaknesses, prepare an Action Plan, and prioritize the actions based on minimal funds requirements and the most cost efficient which will ensure the WSPs becomes more efficient and self-sustaining. The consultant will assist in the implementation of the proposed action plans in the 8 WSPs.

Carry out a component analysis on different parts of the distribution infrastructure and calibrate a network analysis model for NRW reduction and control for all 8 WSPs. Migrate the information to the GIS system of the WSP -NB:(CWSB has already initiated the process of acquiring GIS system for WSPs).

Prepare Specifications and Tender Documents for software in all the WSPs for determining a water Balance with provision for entering 95% confidence limits for all data entry items and NRW. The software should meet the international standard and come with at least a two (2) year maintenance contract provided where applicable.

Promote Participation, Partnership, Active Cooperation and Solidarity for the sustainable management of the NRW at both institutional and customer level. Organize one stakeholder’s dissemination work shop for a maximum of 100 participants under the cost of the client.

Propose performance based incentives for utility staff which will promote efficiency and quick reduction of losses. Undertake effective staff capacity building by facilitating workshop and on job training and provide Operation and Maintenance manuals for engineers and technicians.

Prepare specifications, tender documents for supply and installation, supervise installation and commissioning of the following in all the WSPs while.focusing on quality .efficiency and effectiveness:

Zonal, Master and Customer meters with couplings, strainers and seals.

Meter testing and servicing bench with all required accessories

Sectional Valves

Repair Kits.

NB:-The number of Zonal meters, customer meters, sectional valves, repair kits and the accessories required for each WSPs will be determined as per the outcome of the network modelling and consultant’s review of the WSPs distribution networks.


k. Carry out a review, determine the impact of previous similar assignments, update and supervise

or initiate the improvement strategies for MAWASCO. {Review of the report on management of

MAWASCO by HP Gauff.


I. Identify at least two WSPs for which a Performance-Based Leakage Reduction and Management Services Contract can be designed, determine the performance indicators for these contracts, prepare bidding documents for these proposed contracts in accordance with the World Bank’s standard bidding document for Performance-Based Leakage Reduction and Management Services (Output-based Service Contract), assist in the evaluation of these contracts and supervise them. The supervision will be carried out under a time based contract, while the other tasks will be carried out under a lump sum contract.


The assignments is estimated to take thirty six (36) months.

3. Coast Water Services Board (CWSB), a state corporation under the Ministry of Water and Irrigation (MW&I), now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are:

Experience in similar assignments,

Experience in similar conditions,

Availability of appropriate skills among key staff (Team Leader – Water engineer, Sociologist^ GIS specialist, Surveyor, Leak detection specialist, Water loss audit team lead by a civil/water engineer/ Hydraulic engineer, O& M local specialist, Mapping and Modeling specialist, Business Specialist/ Economist and M&E specialist).

4. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRWLoans and IDA Credits & Grants? bv World Bank Borrowers January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

5. Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

6. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
