DESIGN REVIEW AND SUPERVISION OF “DESIGN-AND-BUILD OF MACHAKOS WATER AND SEWERAGE PROJECT “IN TANATHI WATER SERVICES BOARD AREA.

The Government of Kenya on behalf of Athi Water Sen/ices Board has requested for financing from the African Development Bank towards the cost of the Kenya Towns Sustainable Water Supply and Sanitation Program and intends to apply part of the agreed amount for this loan to payments under the contract for Consultancy Sen/ices for Supervision of Design and Build Contractor for the construction of “Machakos Water Supply and Sanitation Project phase I” in Tanathi Water Sen/ices Board area.

 

The objective of this consultancy is to undertake design review, ESIA/RAP, and supervision of construction works for:

a) Water supply Project

 

Construction of Miwongoni 15m high RC weir

Construction of 2 No. intake works

Construction of 1 No. conventional water treatment plant of capacity 10,000m3/ day

rehabilitation of existing treatment plant

construction of 1 No. clear water tank

construction of a clear water pumping main and rehabilitation of existing raising main and transmission mains,

Construction of new distribution lines and 5 No. RC storage tanks of different capacities

Strengthening and rehabilitation of existing water distribution infrastructure within Machakos town and its environs,

Drilling and equipping of 5 No. boreholes.

b) Waste Water Supply

 

Construction of 2 No. waste water stabilization ponds of capacities 3,000m3/day and l,000m3/day

Laying of 25km trunk and lateral Sewer lines within Machakos Town.

The overall objective of the assignment are as follows:

 

i.  To carry out a review of the projects design

 

ii. To fulfill the role of the Engineer’s Representative in the supervision and Coordination of the design and . construction works;

 

To supervise the appointed design and build contractor for Machakos Water Supply and Sanitation Project phase I, in accordance with the conditions of contract, specifications and drawings, works carried out by the selected contractors. The consultant will be responsible for review of designs produced by the contractor, ensuring that work is carried out in accordance with the designs, specifications and works contract documents while at all – time ensuring quality, cost effectiveness and timely completion;

To provide the client with regular status reports and other reports as per the Terms of Reference, together with all related necessary technical assistance and professional advice to the Client related to supervision of the construction of the said works;

To carry out RAP and ESIA studies and assist in the implementation of Resettlement of Project Affected Persons (PAPs).

The consultancy sen/ices will be carried out over a period of 37 (Thirty Seven) months which will cover 1 (one) month for support to the tendering process, 24 (Twenty Four) months construction supervision and 12 (twelve) months defects liability period.

 

The Athi Water Services Board now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification. The shortlisting criteria are:

 

Experience in similar assignments

Dam designs

Water supply systems

Sewerage systems

RAP and ESIA studies

Experience is supervision of Design and Build projects

Experience in similar conditions. ‘

Availability of appropriate skills amongst staff.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the “Procurement Policy for Bank Group Funded Operations” dated October 2015, which is available on the Bank’s website at http://www.afdb.org.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
