The Energy Regulatory Commission (ERC) wishes to engage prospective land owners along the Mombasa-Nairobi-Eldoret-Malaba and Mombasa-Nairobi-Kisumu-Busia transport corridor to provide truck parking facilities for petroleum and LPG road tankers.



The scope and design of such facilities will be as per the Model Tanker Parking developed by the Commission. Such parking shall have at the minimum the following features:


Minimum land size of 2 acres

Located not more than two (2) kilometres from the main highway and at least one (1) Kilometre from areas of residence

Accessible through an all weather road

Hard and impervious concrete standing for the tanker parking area

Proper drainage and effluent disposal

Adequate fire water storage and fire fighting equipment

Clean accommodation and boarding services for the drivers

Alcohol free restaurants and prayer rooms

Ability to administer alcohol tests for departing drivers

Adequate security

The qualified applicants will be expected to develop the land to meet the required standards and also market the facility to prospective clients.


Interested and eligible firms shall be required to provide proof of possession of adequate land and resources to develop such a parking. Such information may include title deeds as proof of ownership or properly executed lease agreements of a minimum period of five (5) years. Qualified applicants will earn revenue from fees charged to truck owners and ERC will not be responsible for any financial obligations incurred by the developer.


Suitable parking areas shall be vetted by a team of industry experts before the developer is given the go ahead to develop such facilities. The parking facilities will also be licensed and published by ERC as PETROLEUM TANKER DESIGNATED PARKING AREAS. Developers in possession of already built petroleum tanker facilities with idle capacity are encouraged to apply.


The purpose of this notice is to invite interested and reputable firms to submit their EOI not later than the date below in plain sealed envelope marked, “ERC/PROC/4/3/14-15/036: EXPRESSION OF INTEREST FOR PROVISION OF PARKING FOR PETROLEUM AND LPG ROAD TANKERS” and addressed to:

The EOI submissions shall be deposited in the Tender Box situated on 1st Floor, Eagle Africa Centre, Longonot Road, Upperhill, Nairobi so as to reach the above address not later than 11th September 2014 at 2.30pm. The EOI submissions will be opened immediately thereafter in the presence of the tenderers’ representatives who choose to attend the opening to be undertaken at the Hearing Room situated on 1st Floor, Eagle Africa Centre, Longonot Road, Upperhill, Nairobi.
