OPEN INTERNATIONAL TENDER

EXPRESSION OF INTEREST ( EOI)

TENDER NAME: FUNDING, DESIGN, BUILD AND TRANSFER OF THE NEW GOGO DAM PROJECT, MIGORI AND HOMABAY COUNTIES, REPUBLIC OF KENYA.

1.0     General Background:

National Irrigation Board (hereinafter referred to as “Board”) is a Government parastatal under the Ministry of Water and Irrigation, established in 1966 by an Act of Parliament, Chapter 347 of,the Laws of Kenya, and whose mandate is the development, promotion and management of all national irrigation schemes in the country. In line with this mandate, the Board is currently managing seven national irrigation schemes and four research stations in various regions of the country while undertaking the implementation of new irrigation and drainage infrastructural projects in other parts of the country including New Gogo Dam project.

2.0     Project Description:

The proposed New Gogo Dam is on Kuja River with the dam embankment in Migori County and the reservoir stretching back to both Migori and Homabay Counties. The proposed multi-purpose dam site was carefully selected to facilitate the delivery of water through gravity to command an irrigation area of 67,500 acres. 3.0     Project Scope:

The New Gogo Dam will be a 48m high Concrete Faced Rock-Fill Dam, crest length of 756m and a storage capacity of 464 million cubic meters. Appropriate infrastructure will be developed to cater for irrigation, hydropower plant with an installed capacity of 15 MW and domestic water supply of 1.5 Mm3 per month.

4.0     Request for the Expression of Interest

The Board hereby invites sealed expression of interest from development consortium with adequate capacity to source funds, review the detailed designs and construction of the project.

5.0     Specific requested outputs

5.1     Sourcing of Funds

The following should be taken into account when sourcing funds

Terms of payment including interest rate, payment period and grant element.

Credit terms to be within the limits acceptable by the National Treasury.

Bidders must familiarize themselves with the National Treasury Concession Policy thresholds including but not limited to acceptable grant element.

5.2   Review of project design

The dam has been designed. However, the existing design must be reviewed by the Development Consortium to ensure its soundness and compatibility with expertise of the Consortium.

5.3  Dams and Irrigation Infrastructure Design

Carry out socio-economic, environmental, geotechnical and hydrological study of the proposed works.

Carry out Design Review of the Dam including the spillway and the intake structure.

Carry out detailed domestic and irrigation infrastructure works design.

Carry out an environmental and social impact assessment study.

Any other necessary works for project sustainability.

5.4   Construction Works

Construction phase should be done within a period of four (4) years and the constructed works must meet best industry standards.

5.5  Scope of financing

The financier is required to provide adequate funding for New Gogo Dam and respective irrigation, domestic and hydropower infrastructures.

 

6.     Short listing Criteria

Interested firms must provide information indicating that they are qualified to perform the services by providing the following:

Ability to mobilize 300 million US Dollars credit and grant for the project on acceptable terms.

Experience in implementation of one design and build works of similar nature and complexity in the last 10 years.( letters of award and completion certificates MUST be attached)

Proposals for the timely acquisition (own, lease or hire) of the essential equipment required for construction of dam and irrigation infrastructure (Evidence of ownership or lease agreement through .   signed agreements and logbooks MUST be provided)

Availability of appropriate skilled staff including GIS expert. Water Engineer/Hydraulic Engineer, Irrigation Engineer, Structural Engineer, Geotechnical Engineer, Civil Engineer, Dam Expert, Water Resources Expert, Hydrologist, Agriculturalist/Agronomist, Land Economist, Health and Safety Expert, Construction Supervisors and Foremen e.t.c. (CV for the experts and academic certificate of qualification in the relevant fields MUST be provided)

A firm may associate with other firms to enhance their qualification, value and quality of their works. The Association may take the form of a Development Venture/Consortium (with jointly and severally liable to the Client far all Consultant’s obligations) or a sub-constracting. If a firm (s) intends to associate with other firms, it should clearly state in their EOI the composition and form of the association. Where the firm is a joint venture/consortium, a list of the members of the joint Venture/Consortium and the estimated percentage of funding to be granted by each of them including the documents evidencing the formation of the joint Venture/Consortium and the proposed ownership structures

Once selected the Development Consortium will sign the Memorandum of Understanding (MOU) with Board for one year period within which the Board and Development Consortium will mobilize the required resources and enter into a design build contract.

7.0   Submission of Expression of Interest

The completed Eol documents in writing in one (1) original and three (3) copies, each clearly marked with tender name and no. as indicated above, must be delivered to the Tender Box at the address below at or before 1200 hours local time on 5th January 2017. Late Eol documents shall be rejected. All documents shall be in English language. Eol documents will be opened physically in the presence of the firms’ representatives who choose to attend in person in the Nile Basin Board Room, NIB Compound, Lenana Road, Nairobi at the address below immediately after Eol submission deadline.
