DONGO KUNDU, LAMU AND KITUI POWER GENERATION

CONSULTANCY SERVICES FOR FEASIBILITY STUDIES OF TRANSMISSION LINES

1.  BACKGROUND

The Government of Kenya has rolled out plans to add more than 5000MW of Electrical Energy by the year 2016. The Kenya Electricity Transmission Company Limited (KETRACO) intends to construct transmission lines to evacuate this power and strengthen the national grid.

2.  OBJECTIVE OF CONSULTANCY

The overall objective of the consultancy is to carry out feasibility studies for approximately 655km transmission lines and associated substations. The proposed transmission lines are aimed at evacuating the additional generation and expanding the electricity transmission infrastructure to deliver the electricity to the load centers. Feasibility studies are to be undertaken for the following transmission lines and substations;

a)     50Km, Dongo Kundu – Mariakani line to evacuate 700 – 800MW of power from the proposed Liquefied Natural Gas/Compressed Natural Gas plant at Dongo Kundu, Mombasa.

b)     520Km, Lamu – Kitui – Nairobi East line to evacuate 900 – 1000MW of power at Lamu and 900- 1000MWatMui basin, Kitui. Both Plants will be Coal powered.

c)      Proposed Makindu 400/132kV substation along the 400kV Mombasa-Nairobi line.

3.  EXPECTED OUTPUT

The consultant is required to:

i.      Prepare detailed project description

ii.     Determine the transmission line and substation capacity requirement.

iii.    Determine the optimum and suitable transmission line route.

iv.     Carry out conceptual design, prepare technical specifications, drawings and bidding documents.

v.      Prepare detailed project cost estimates

vi.     Carry out an environmental scoping along the proposed line route

vii.    Advise on needed strengthening or reinforcement on the national grid

viii.   Recommend bidding packages

4.  REQUIREMENTS

KETRACO now invites eligible consultants to submit Proposals for providing the consultancy services. Interested consultants must provide relevant information and documents, as specified in the Request for Proposal document, indicating that they are qualified to perform the services, description of similar assignments, experience in similar conditions, availability of qualified and technically competent staff, etc. The consultant must have both undertaken feasibility studies of 400kV transmission line & above and completed Transmission Master Plan Studies.
