REQUEST FOR EXPRESSION OF INTEREST (EOI) FOR CONSULTANCY SERVICES
REPUBLIC OF KENYA

MULTINATIONAL: ARUSHA – HOLILI/TAVETA – VOI ROAD CORRIDOR DEVELOPMENT PROJECT
PHASE I: UPGRADING OF MWATATE – TAVETA ROAD (A23)

The Government of the Republic of Kenya has received financing from the African Development Fund towards the cost of the Multinational: Arusha – Holili/Taveta – Voi Road Corridor Development Project Phase I: Upgrading of Mwatate – Taveta Road (A23) Road Section and intends to apply part of the proceeds of this loan to payments under the contract for the following components of Consultancy Services:

i.       Technical Audit Services. The consultancy services to be undertaken involves providing the project technical audit services to ensure that the proceeds of the loan are used economically, efficiently, and solely for the purposes they are intended. The technical audit will also ensure that the contracting parties are performing as per the requirements of the respective contracts and their objectives are met.

ii.      Road Safety Audit Services. The consultancy services to be undertaken involves providing the road safety audit services to ensure that the up-grading of the road result into improved safety of the project road through minimized risk and severity of accidents for both the improved section and the adjacent network thus reducing the whole-life cost of the project.

iii.    HIV/AIDS, STI, TB & Gender awareness & Training Services. The purpose of this consultancy services will be to integrate HIV/AIDS prevention in the road project through enhancing capacity of the labourers, supervisors and management staff to address HIV/ AIDS. The intention is to safeguard the local communities, and construction workers/staff from being susceptible to HIV infections as a result of the project.

iv.    Baseline data collection and monitoring of ESMP Implementation. The Consultancy services will involve identification of socio-economic and environmental indicators that will be monitored periodically to determine impacts of the road project to the community living around the project area. The consultancy services will identify the project area of influence and collect data at baseline, mid-term and project completion stage.

The Kenya National Highways Authority (KeNHA), being an authorized agent of the Government of the Republic of Kenya now invites eligible consulting firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc). Consultants may associate to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” [May 2008 edition], and revised in July 2012, which is available on the Bank’s website at http://www.afdb.org. Borrowers are under no obligation to shortlist any consultant who expresses interest. Bidders can apply for any of the components (separate packages) of the Consultancy Services. Packages containing expression of interest should be clearly marked with the following statements “Expression of Interest for Consultancy Services for [name of the service] of Mwatate – Taveta (A23) Road Project” and must be delivered to the address below on or before 20th September 2013 at 12.00hrs East African Time.
