1.  The Ministry of Lands, Housing and Urban Development, Directorate of Nairobi Metropolitan Development has received financing from the World Bank toward the cost of the Nairobi Metropolitan Service Improvement Project. (NaMSIP), and intends to apply part of the proceeds toward payments under the contract for CONSTRUCTION OF THE ACCESS ROAD TO IMARA DAI MA RAILWAY STATION.

2.The Ministry of Land, Housing and Urban Development, Directorate of Nairobi Metropolitan Development now invites sealed bids from eligible bidders for CONSTRUCTION OF THE ACCESS ROAD TO IMARA DAIMA RAILWAY STATION, as detailed below:

Section: R1
Description: REHABILITATION OF THE ACCESS ROAD TO IMARA DAIMA RAILWAY STATION (dilapidated to be repaired to bitumen).
Length: 1.2 km
Location: Imara Daima, Nairobi
Completion Period: Fifteen (15) Months:

Section: R.2
Description: CONSTRUCTION OF THE ACCESS ROAD TO IMARA DAIMA RAILWAY STATION (Currently earth road to be upgraded to bitumen).
Length: 1.5 km
Location: Imara Daima, Nairobi
Completion Period: Fifteen (15) Months

Section: NMT1
Description: CONSTRUCTION OF THE NON-MOTORISED (NMT) ACCESS TO IMARA DAIMA RAILWAY STATION (currently earth path to be upgraded to paved).
Length: 3.5 km
Location: Imara Daima, Nairobi
Completion Period: Fifteen (15) Months:

3.      Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods under IBRD Loans and IDA Credits & Grants by World Bank Borrowers for Procurement of Goods, Works and Non-Consulting Services issued in January, 2011 and updated in March 2013 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest..

4.      Interested eligible bidders may obtain further information from the Principal Secretary, Ministry of Lands, Housing and Urban Development, Directorate of Nairobi Metropolitan Development, Ambank House, University Way, 20th Floor, P.O. Box 30130 – 00100, Nairobi, Kenya and inspect the bidding documents during office hours 0900 to 1700 hours during working days (Monday to Friday) at the address given below.

5.  A MANDATORY pre-bid meeting plus site visit will be held on Wednesday 23rd October, 2013 at 10.00AM at Imara Daima Railway Station.

6.  A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Kshs 5,000.00 per set (or equivalent in a convertible currency). The method of payment will be cash or banker’s cheque from a reputable bank in Kenya.The Bidding Documents will be collected from the address below upon production of a purchase receipt.

7. Bids must be delivered to the address below on or before 1200 hours East Africa time on 28th November, 2013 to the Tender Box located at Ambank House, University Way, 20th Floor. The packages should be clearly marked “CONSTRUCTION OF THE ACCESS ROAD TO IMARA DAIMA RAILWAY STATION, Contract No. MoLH&UB/MoNMED/ NaMSlP/( TA-11/2013-2014)”. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who chooses to attend at the address below at KICC Building 24th Floor Conference Room, at 1205 hours East Africa time 28th November, 2013.

   8.  All bids must be accompanied by a Bid Security as follows: Kshs. 6,000,000 (Kenya Shillings Six Million); or equivalent amount in   freely convertible currency.
