INVITATION TO TENDER No: MMU/TC/EC/22/2013/14

The Multi Media University of Kenya invites tenders from interested and eligible contractors for construction of the Proposed Engineering Complex Construction works and services as follows:

Interested and eligible candidates may obtain further information from and inspect the tender documents at the Procurement office, Multi Media University of Kenya, Magadi Road during normal working hours.

A complete set of tender documents may be obtained by interested candidates from the Procurement Office, Multi Media University of Kenya, Magadi Road, during normal working hours (8am to 5pm, Monday to Friday) upon payment of a non – refundable tender fee of Kshs. 1,000.00 per Document in cash or Bankers cheque. Upon payment of the tender fee, tenderers are required to obtain an official receipt.

Only those firms that attach proof of meeting the following mandatory requirements shall be considered:

1)    Form of tender, tender questionnaire and confidential business questionnaire duly filled

2)    A tender Security as indicted above in form of a guarantee from a reputable bank or an insurance company approved by The Public Procurement Oversight Authority valid for an additional 30 days beyond the tender validity period (to be valid for a total of 150 days)

3)    Copy of current company registration/incorporation by the registrar of companies

4)    Current contractor’s registration as indicated above (Provide copy of registration and renewal certificate)

5)    VAT registration certificate

6)    Valid tax compliance certificate

7)    Proof of tender purchase (Attach copy of official receipt)

8)    Proof of works of similar magnitude and complexity undertaken in the last 5 years

9)    Adequate and relevant equipment and key personnel for the specified types of work

10)  Sound financial standing and adequate access to bank credit line

11)  Litigation history of the company (provide sworn affidavit for both court and arbitration)

Other details to confirm financial and technical competence are contained in the tender documents.

Further, tenders from the following tenderers shall be treated as non responsive and therefore subject to automatic disqualification.

i)    A tender from a tenderer whose on-going project(s) is/are behind schedule and without an approved extension of time

ii)    A tender from a tenderer who has been served with a default notice on ongoing project(s) or a tenderer who has been terminated in a government contract in the past and has not been reinstated in the register of contractors

iii)   A tenderer who has been debarred by the Public Procurement Oversight Authority

Prices quoted should be inclusive of all taxes, must be expressed in Kenya shillings and shall remain valid for a period of 120 days from the closing date of the tender.

Completed tender documents must be submitted in two copies one marked “Original” and the other marked “Copy” and be enclosed in plain sealed envelopes, clearly marked with the tender number and description and further separated between “Technical” and “Financial” bids as detailed in section 4 of the instructions to tenderers and be deposited in the tender box provided at Second Floor Main Administration Block or be addressed and posted to:
