INVITATION TO TENDER
PROPOSED REHABILITATION /RECONSTRUCTION OF NAROK TOWNSHIP ROADS
TENDER NO. NCG/ROADS/124/2014-2015.
County Government of Narok invites sealed bids from eligible contractors registered with the National Construction Authority (NCA) Category 1& 2 for Civil Works, the Proposed Rehabilitation /Reconstruction of Narok Township Roads.

The tender shall cover roads in the following areas of town;
Opopong area – Zonel – 2.56 Km
Lenana area-Zone 2 – 5.79 km
Narok University/ Government offices – Zone 3 – 13.03 km
Mwamba / Total area – Zone 4 – 2.93 km
Majengo / Londoni Area-Zone 5 – 14.371 km
Bus park and taxis parking area – 9000 sq. m.
The roads will be done to bitumen standards with drainage and foot paths.
QUALIFICATION CRITERIA
Minimum registration requirements, only contractors meeting the criteria below as a minimum, which should be demonstrated by producing relevant evidence at the time of submission of tender will be considered.
Incorporation certificate
VAT and PIN registration certificates
Valid Tax Compliance Certificate from KRA
Registration with National Construction Authority (NCA) Category NCA 2 and above
Submit a bid bond in form of bank guarantee from a reputable and recognized bank in Kenya of 1.5% of the quoted tender sum. Bids shall be valid for a period of 150 days after bid opening.
Compulsory site visit accompanied by Certificate of site visit (attached in the tender document) signed by an authorized officer as evidence for the site visit.
Additional mandatory requirements
Proof of works or projects of similar magnitude and complexity previously undertaken in the last five years
Proof of adequate equipment (provide list & logbooks, lease agreements) showing ownership and personnel necessary to undertake the works. For the key personnel, attach curriculum vitae (CVs) and certified copies of testimonials and certificates
Proof of sound financial standing, average annual turnover of not less than Kshs.4.5 billion and access to bank credit line of not less than Kshs. 250 million. Attach copies of audited financial Accounts for the last three years (2013, 2012 & 2011).
Proof of bidders’ ability to fund the construction works in accordance with the approved programme for the first Three months before the first payment is released by the Employer.
Prospective bidders should not have more than one projects with the Narok County Government that are ongoing.
Prospective bidders should not be below 10% of the Engineers Estimate after Evaluation.
Particulars of tenderers Shareholding structure.
In addition, bids from the following tenderers shall be treated as non-responsive and will lead to automatic disqualification:
A bid from a bidder who is currently involved in more than one project with the County.
A bid from a bidder whose Bid Bond is discovered to be forged.
There will be a compulsory pre-tender site visit on site on 26th November, 2014 at 10.00 am at (Narok County Town hall) to be attended by all interested bidders. Those bidders who miss the site visit on the said date should make prior arrangements with the Office of the Town Administrator Narok Town – Narok County Government to be shown the sites and their certificates of attendance signed by 3rd December, 2014 after which no other site visit will be conducted.
Bidding documents with detailed specifications may be collected from the Supply Chain Management Services, Narok County Headquarters Offices, from 19m November, 2014, upon payment of non-refundable fee of Kshs. 1,000/= in form of cash or bankers cheque payable to: Narok County Government, at the cash office or download the tender document from County website.www.narok.go.ke free of charge
The bids, one original and two copies, in plain sealed envelopes bearing the name of the tender and tender number but without indication of tenderer’s name and clearly indicated on the envelope, “Do not open before tender opening date and time” should be addressed to:

and be deposited in the Tender Box situated at Narok County Headquarters Offices at the entrance on/ or before 16th December, 2014 at 12.00 noon East Africa hrs.
Submitted bids will be opened in the County board room, at the County Headquarters Offices soon after closing date and time, in the presence of tenderer’s who may wish to attend.
Bulky documents that cannot fit in the tender box can physically be delivered to the, Supply Chain Management office and officially received with a signed delivery, office situated in Narok County Headquarters Offices.
International contractors are encouraged to apply.
Canvassing will lead to automatic disqualification.
Bidders who participated in the previous tender will be allowed to collect the tender document free of charge upon submission of the official receipt as evidence.
