The Government of Kenya has received financing from the World Bank toward the cost of the Kenya Water Security and Climate Resilience Project (KWSCRP-1) and Coastal Region Water Security and Climate Resilience Project (KWSCRP-2) and intends to apply part of the proceeds from this financing for payment of Consulting Services for Procurement Specialists; CONTRACT N°: MOWI / KWSCRP-1/010/2016-2017

As part of coordination and supporting the implementation of the project activities, the Government of Kenya wishes to hire two (2) Procurement Specialists for a period of up to three (3) years.

The Post -Reporting to the PMU Senior Procurement Officer, the Procurement Specialists will: (i) strengthen procurement capacity of MOWI in the execution of procurement functions for efficient implementation of the Project Activities; and (ii) build procurement capacity through formal training and on the job coaching and mentoring of procurement staff of MOWI and other PMU Implementing Agencies (lAs). The Specialist will be expected to transfer knowledge and expertise to the MOWI Procurement Staff on handling procurement responsibilities and ensure procurement processes are carried out in compliance with the GoK Procurement Regulations and World Bank Guidelines.

TheMinistry of Water and Irrigation (the Client) now invites eligible individual consultants to express their interest (EOI) in providing these services. Interested consultants must provide their CVs and information indicating that they are qualified to perform the services. The desired consultant must have the following skills and expertise:

At least a bachelor’s degree in procurement, engineering, logistics, business, law, economics Finance, public administration, or related field required, while master’s degree in any of the relevant disciplines would be distinct advantage,

Post Graduate Diploma from Chartered Institute of Purchasing and Supplies or its equivalent;

At least eight (8) years of direct work experience in procurement related field, minimum of five (5) of which must have been work experience in public sector procurement, with at least two (2) of which must be duties and responsibilities with a substantial content in procurement matters in the IDA/World Bank funded Projects and major international financiers;

Demonstrate knowledge in public procurement/concepts, principles, approaches and procedures, as well as procurement under World Bank guidelines and procedures;

Membership in a recognized procurement-related institute, such as CIPS or equivalent

Excellent analytical, report writing skill;

A good knowledge of complete software Microsoft Office package (Word, Excel, PowerPoint).etc.

Capacity to work under pressure and meet tight schedules under minimum supervision.

Excellent communication and interpersonal skills and able to work in a team.

The duration for this position is expected to be 3 (three) years and will be subject to annual extensions based on acceptable performance.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 20lirevised July 20l4(“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Selection of an Individual Consultant will be in accordance with World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 revised July 2014 (“Consultant Guidelines”). The selection criteria will be solely based on individual experience and qualifications.
