EXPRESSION OF INTEREST FOR FUNDING AND CONSTRUCTION OF THE PROPOSED ITARE DAM WATER SUPPLY PROJECT

1.  General Background

Rift valley Water Services Board (RVWSB) is a state corporation established under Water Act 2002. The Board was created to improve delivery of water services within areas of its jurisdiction which include .Nakuru, Narok, Nyandarua, Baringo, Elgeyo Marakwet, West Pokot and Turkana Counties.

2.  Project Background

Itare Dam is one of the flagship projects that have been identified by the Government of Kenya that needs to be developed as a matter of priority. Further, in accordance with the policy of prioritizing development of sources that are most economic, the National Water Master Plan identified Itare to be developed as a priority. Through various studies, the proposed Itare Dam site was identified as the most viable long term source of water to address water shortages in Nakuru Municipality, Kuresoi, Molo, Njoro and Rongai areas. This site was chosen because it is located in area of greater water resources which can be developed to meet the ultimate demand. The dam will have a capacity to yield 100,000m3/day. The executing agency is Rift Valley Water Services Board (RVWSB)

3.  Project Scope

The proposed project components comprise 57m high dam, 100,000m3/day water treatment plant, 1.2m diameter 113km pipeline, 14.5km bulk transfer tunnel, and main distribution pipelines. Final designs and Tender documents have been done. The project will serve over 800,000 people.

4.  Request for the Expression of Interest

RVWSB hereby invites Expression of Interest (Eol) from qualified Contractors with capacity to Source for funds and construct the works described in (3) above.

5.  Specific Requested Outputs

 

5.1  Sourcing of Funds

The following should be taken into account when sourcing funds

(i)   Terms of Payment including interest rate, payment period and grant element.

(ii)  Credit terms to be within the limits acceptable by the National Treasury

5.2  Construction of Works

Constrcution phase should be done within a maximum period of 4 years and and the constructed works must meet best industry standards.

6.0 Shortlisting criteria

RVWSB now invites eligible Contractors to indicate their interest in sourcing for the funds, and Construction of Works. Interested contractors should provide information demonstrating that they have the required financial capabilities or backing, technical qualifications and relevant experience to perform the services and works. The pre- shortlisting criteria are:

i.   Ability to mobilise 350 million Dollars credit and grant for the project on acceptable terms as defined above

ii.  Experience in implementation of works of similar nature and complexity in the last 10 years

iii.Necessary equipment for construction of dam, treatment plant, tunnel and transmission Pipeline

iv.Experience in the region.

v.  Availability of appropriate skilled staff including GIS Expert, Water engineer/hydraulic Engineer, Structural Engineer, Geotechnical Engineer, Dam Expert, Water Resource Expert, an environmentalist, a surveyor, Socio-economist, Materials Engineer, CAD specialists, land economist, Heaith and Safety Expert, Construction Manager, Construction Supervisors and Foremen, etc.

Once selected the contractor will sign the Memorandum of Understanding(MOU) with RVWSB for one year period within which RVWSB and contractor will mobilise the required resources and enter into the implementation contract.

7.0 Submission of EOl

Interested contractors may obtain further information at the address below from 0800 to 1700 hours from Monday to Friday excluding public holidays.

The Expression of interest must be delivered to the address below by 4th October 2013 not later than 12.00 Hrs

The EOl should be clearly be marked:“Request For Expressions Of Interest FORFUNDING AND CONSTRUCTION OF THE PROPOSED ITARE DAM WATER SUPPLY PROJECT”
